Nearly 28 million people around the world are estimated to be trapped in jobs so oppressive that they amount to modern slavery. In a new reporting collaboration, ICIJ and global media partners are taking on what is said to be the world’s fastest growing criminal enterprise.
By investigating the shadowy networks of people and companies that draw profit from coercive cross-border labor practices, our reporting found that human trafficking is not only hidden in plain sight, but linked to prominent and well-regarded employers and entities around the world.
Our reporting examines how immigration laws in many countries leave migrant workers vulnerable to trafficking and brings light to untold stories of hardship and abuse suffered by trafficked people. More stories will be published by ICIJ and media partners in the coming months.
Stay tuned for more from Trafficking Inc.! To share story tips, documents, photos, video clips or leads about human trafficking with ICIJ, email traffickinginc@icij.org or explore other ways to contact us securely.

The Thirteenth Guest is a 1932 American pre-Code mystery comedy thriller film, released on August 9, 1932. The film is also known as Lady Beware in the United Kingdom. It is based on the 1929 novel The Thirteenth Guest written by crime fiction author Armitage Trail, best known for the novel Scarface on which the 1932 movie of the same name was based. The novel was filmed again in 1943 as Mystery of the 13th Guest.Marie Morgan (Ginger Rogers) has been lured to an old abandoned house by a false note from a friend, and is in jeopardy although she doesn’t yet realize it. As she sits at the table inside, she thinks back to the banquet held there 13 years earlier, when she was a little girl. Only 12 of 13 guests had attended, and the manor’s owner, the Morgan family patriarch, who was then dying, has since passed on. The chance to claim the bulk of the estate fortune has resulted in an ongoing campaign of murder by someone targeting the original 12 guests, whose dead bodies are being left at the table in the same seats they had occupied originally.

House on Haunted Hill is quite an atmospheric movie. It has spooky background music, plenty of cobwebs, ceilings that drip blood, and organs that play all by themselves and… oh, I nearly forgot, it also has one of the best horror actors of the day – Vincent Price. You can find out more about House on Haunted Hill at A Passion For Horror.

As the orchestrated energy crisis continues across the world Europe is seeing a huge price surge in firewood as our neighbors across the sea are anticipating massive energy shortages this winter.
The WEF is also predicting ‘illegal logging’ and ‘overharvesting’, shortages of timber for building as well as touting how burning wood will cause more CO2 than road traffic and fossil fuels but will nonetheless ‘nudge’ it closer to ‘energy independence’ from Russia.

U.S.-China Relations Chinese President Xi Jinping’s speech on the opening day of this week’s ruling party meeting charts a course for ongoing tense relations with the U.S. hinged to a dark vision of a China beset by “external attempts to suppress and contain” it. Xi outlined an aggressive foreign policy on Sunday as he detailed his “work report,” a document that sets out domestic and foreign policy priorities for the Chinese Communist Party for the next five years. “We will resolutely safeguard the security of China’s state power, systems and ideology — and build up security capacity in key areas,” Xi said. “We will crack down hard on infiltration, sabotage, subversion, and separatist activities by hostile forces.” The head of the US Navy has warned that the American military must be prepared for the possibility of a Chinese invasion of Taiwan before 2024, as Washington grows increasingly alarmed about the threat to the island. Admiral Mike Gilday, chief of naval operations, said the US had to consider that China could take action against Taiwan much sooner than even the more pessimistic warnings. The debate in the US about when China might invade Taiwan has intensified since Admiral Philip Davidson, then-head of Indo-Pacific Command, told Congress last year that the Chinese military could take action against Taiwan before 2027. Davidson’s warning was partly downplayed at the time, but officials have intensified their warnings over the past year.” China’s top technology overseer convened a series of emergency meetings over the past week with leading semiconductor companies, seeking to assess the damage from the Biden administration’s sweeping chip restrictions and pledging support for the critical sector. The Ministry of Industry and Information Technology has summoned executives from firms including Yangtze Memory Technologies Co. and supercomputer specialist Dawning Information Industry Co. into closed-door meetings since Washington unveiled measures to contain China’s technological ambitions. MIIT officials appeared uncertain about the way forward and at times appeared to have as many questions as answers for the chipmakers, people familiar with the discussions said.
Russia-China Relations The defect rate of China’s semiconductor exports to Russia surged after the country invaded Ukraine in March, when Western sanctions forced Russian companies to source electronics from new suppliers, according to the local news outlet Kommersant. Since the unprecedented wave of sanctions on Russia, 40 per cent of chips imported from China have been defective, while the rate before March was just 2 per cent, Kommersant reported, citing an anonymous source. The report did not name any Chinese suppliers. Russia’s Ministry of Industry and Trade told Kommersant that it had not received any information about an increase in defective shipments. The EU is aiming to pull 10 south-east Asian states into the Western camp on Russia and China when they meet for their first-ever summit in Brussels on 14 December. “We strongly condemn Russia’s war of aggression against Ukraine, which violates international law and call on Russia to immediately and unconditionally cease its military invasion and withdraw all forces and military equipment from the entire territory of Ukraine,” EU and ASEAN leaders plan to say in a joint declaration. Russia faces a sharp and prolonged slump in its real income as international sanctions over President Vladimir Putin’s invasion of Ukraine leave deep scars on its economy, according to a study by two Chinese academics. The severing of trade links and access to multinational production may cut real income by almost 12% and result in a “permanent decline in real gross domestic product” for Russia, Xiayi Du and Zi Wang from Shanghai University of Finance and Economics said in the study published in the journal Economics Letters. “This welfare loss is mainly due to losing access to foreign final goods and intermediates,” they said.
CCP Foreign Influence Germany’s intelligence service chiefs warned on Monday that China could use stakes in critical infrastructure as leverage to pursue political aims amid a debate in Berlin over whether to let Chinese shipping company Cosco invest in Hamburg port. Germany’s Greens-run economy ministry wants to veto Cosco’s bid to buy a stake in one of the three terminals in Germany’s most important port, while the Social Democrat (SPD)-run chancellery is more in favour, according to government sources. China’s President Xi Jinping recently signed an order to establish a legal framework for conducting “non-war military operations” – more commonly known as “military operations other than war” (MOOTW) – with the primary goals of preventing challenges to China’s interests from emerging, maintaining national sovereignty and regional stability, and creating standard procedures for regulating the PLA’s (People’s Liberation Army) conduct of these operations. PLA strategists have described China’s non-war military operations abroad as the “soft use” of “hard power.” In 2019, when my Human Rights Watch colleagues visited Indonesia’s capital, Jakarta, they sought meetings with government officials and opinion leaders to encourage them to speak up against the discrimination and abuses suffered by Uyghurs and other Muslims in Xinjiang, China. Instead of an enthusiastic reception, they encountered a wall of silence. While civil society activists expressed concern about Chinese government human rights violations, some Indonesian Muslim leaders criticized the “American media” or “Western organizations” for mischaracterizing the situation in Xinjiang. Indonesian government officials also didn’t want to address the issue, insisting that what happens to the Uyghurs is a domestic matter for the Chinese authorities. Now this disregard for the Uyghurs has gone from bad to worse.
COVID-19 Reports that a 16-year-old girl has died in a Covid quarantine centre after pleas from her family for medical help were ignored have caused anger in China, where ongoing tight pandemic controls have started to take their toll on a weary population. The video comes as Communist leaders are meeting in Beijing for their party congress – the most important meeting of China’s five-year political cycle. Authorities have been under pressure to ensure there are no signs of unrest during the meeting but frustration has broken through. Last week, in a rare protest in Beijing, incendiary slogans against Xi Jinping, including references to anger at strict Covid policies, were hung from a central overpass. The same slogans have begun to appear in other locations. In many parts of Xi Jinping’s China, state surveillance and Covid-19 controls begin the moment you step out the door in the morning. The day might start with a government-mandated Covid test from workers in white hazmat suits. Without proof of a negative result, public spaces are off limits, including office buildings, grocery stores and parks. Surveillance cameras keep watch over the city streets. In a cab on the way to work, the driver requires you to scan a QR code for a government database tracking people’s movements. Scan again when stopping by Starbucks for coffee and then again at the office. If the database shows you’ve crossed paths with someone infected by the virus, you’ll likely be forced into quarantine.
Hong Kong The treatment of a Hong Kong protester in Britain who was seen being dragged into the Chinese consulate in Manchester and beaten on Sunday has raised concerns about the quashing of dissent outside of Chinese borders. The episode was “absolutely unacceptable” as the protests were “peaceful and legal,” Foreign Secretary James Cleverly told Sky News. “They were on British soil.”
Taiwan The Biden administration is considering a plan to jointly produce weapons with Taiwan, according to three people familiar with the plan. It aims to increase production capacity for U.S.-designed arms, speed their transfer and strengthen deterrence toward China. “There has been a change in the approach from Beijing toward Taiwan in recent years,” said U.S. Secretary of State Antony Blinken at an Oct. 17 event in California. “A fundamental decision [has been made] that the status quo was no longer acceptable, and that Beijing was determined to pursue reunification [with Taiwan] on a much faster timeline.” Chinese President Xi Jinping is expected to receive an unprecedented third term as leader at the Communist Party’s 20th National Congress, which will continue until Oct. 22, and he may further ratchet up military pressure on Taiwan.
Xinjiang The Chinese government won an important victory at the U.N. Human Rights Council on October 6, using its political and economic influence to defeat a motion that called for debate on the human rights situation in Xinjiang. The motion failed by a margin of two votes, paving the way for a smooth opening for the Chinese Communist Party’s 20th National Congress on October 16. To further shield itself from accountability for the atrocities being committed in Xinjiang, the Chinese Communist Party (CCP) has worked vigorously to reshape media narratives around the world. Beijing’s efforts to influence media coverage of its human rights violations in Xinjiang include disseminating propaganda through traditional channels like Chinese state media and its diplomats’ social media accounts, but it has also adopted more covert and coercive tactics, including the laundering of its propaganda through more credible local outlets. British authorities are being taken to court this month after campaigners took legal action over their failure to block imports of cotton made with forced labour in the Xinjiang region of China. The judicial review, being brought by two groups – Global Legal Action Network (GLAN) and World Uyghur Congress (WUC) – and paid for by crowd-funding, is due to be heard in the High Court on Tuesday 25th and Wednesday 26th October. The company that built the venue for the Qatar 2022 World Cup final also constructed a prison used in China’s mass detention of Uighurs in Xinjiang province, The Times can reveal. Documents show that China Railway Construction Corporation (CRCC), the joint venture partner with Qatar in building the showpiece Lusail stadium, previously worked for the Xinjiang Production and Construction Corps.

Two brothers admitted to assassinating Maltese journalist Daphne Caruana Galizia and have been sentenced to 40 years in prison, just days shy of the five-year anniversary of the brutal car-bomb killing.
Alfred and George Degiorgio, aged 57 and 59 respectively, initially entered pleas of “not guilty” when their trial began in Malta on Friday morning — but by the afternoon, the pair reversed course and pled guilty to their part in the murder, according to the Times of Malta.
Caruana Galizia was a prominent columnist and investigative reporter whose work focused on political corruption and organized crime in the tiny island nation. Her follow-up reporting on the Panama Papers in 2016 made international headlines and included an investigation into alleged links between offshore business deals and Malta’s top politicians.
She was killed by a car bomb outside her home in Bidnija, Malta, on Oct. 16, 2017.

The top four cities all belong to India, which is the world’s second largest country by population. Surveillance cameras are playing a major role in the country’s efforts to reduce crimes against women.
Further down the list are cities from a variety of countries. One of these is Russia, which has expanded its use of surveillance cameras in recent years. Given the country’s track record of human rights violations, activists are worried that facial recognition technology could become a tool of oppression.
The only U.S. city on the list is Los Angeles, which contains some of the country’s wealthiest neighborhoods and municipalities. That includes Beverly Hills, which according to the Los Angeles Times, has over 2,000 cameras for its population of 32,500. That translates to about 62 cameras per 1,000 people, meaning that Beverly Hills would finish at #2 in the global ranking if it were listed as a separate entity.
IHS Markit estimates that as of 2021, there are over 1 billion surveillance cameras installed worldwide. The firm also believes that 54% of these cameras are located in China.
Because of limited transparency, it’s impossible to pinpoint how many cameras are actually in each Chinese city. However, if we assume that China has 540 million cameras and divide that amongst its population of 1.46 billion, we can reasonably say that there are 373 cameras per 1,000 people (figures rounded).
A limitation of this approach is that it assumes everyone in China lives in a city, which is far from reality. The most recent World Bank figures suggest that 37% of China’s population is rural, which equates to over 500 million people.
With this in mind, the number of cameras per 1,000 people in a Tier 1+ Chinese city (e.g. Shanghai) is likely far greater than 373.
China’s expansive use of cameras and facial recognition technology has been widely documented in the media. These networks enable the country’s social credit program, which gives local governments an unprecedented amount of oversight over its citizens.
For example, China’s camera networks can be used to verify ATM withdrawals, permit access into homes, and even publicly shame people for minor offences like jaywalking.
This might sound like a dystopian nightmare to Western audiences, but according to Chinese citizens, it’s mostly a good thing. In a 2018 survey of 2,209 citizens, 80% of respondents approved of social credit systems.
If you’re interested in learning more about surveillance in Chinese cities, consider this video from The Economist, which explores the opportunities and dangers of comprehensive state control.

In Italy, in Bologna, the “pilot project” is taking place. Virtuous behavior will earn points that can be exchanged for rewards.
Things are getting serious with the social credit system. Originally an innovation from China, the EU has now adopted the “social credit” social control system. The first model is coming to Europe in the fall. The “Smart Citizen Wallet.”
Social credit system coming to Europe Initially, the app is voluntary and it works much like a textbook social credit system. Virtuous citizens who separate trash, use public transportation, don’t collect administrative fines will earn “points.” What rewards can then be exchanged for the points is “currently being defined,” Massimo Bugano, who is working on the project, told the newspaper “Corriere di Bologna.”
The citizen thus becomes sortable for the first time in Europe. He is divided into the good, virtuous citizen and the bad, blamed citizen. The questions that follow are obvious: “Will those who do not conform to the criteria of the dominant ideology, or what some politicians consider virtuous, first be punished by deprivation of benefits before being marginalized? What will become of those who refuse to comply, who insist on exercising their inalienable right to free will?” asks French journalist Yannick Chatelain.
The proponents reassure. “Of course” participation in the project is voluntary, they say. But they are convinced that many citizens will participate, after all, there are many benefits to be gained.
Chatelain: “You don’t have to be a great visionary to imagine what will happen: In my opinion, there will first be those who will participate. The participation will be presented by its initiators – in an extremely reductive way (cf. economic crisis, purchasing power, uncertain future) – as a first proof of the citizens’ will of some. As for the refuseniks, they may be weeded out.”
How voluntary will the system be able to be in a few years? Interaction with the authority could require a “smart citizen wallet” in the future. Not in the fall, but the development is undeniable.
And in the background, the big project is running on a large scale: the “European Digital Identity Wallet” – a project of the EU Commission and Ursula von der Leyen. Behind all the projects is not yet an open social credit system like Bologna is now, but it is a clear step in the direction. One small “feature” more on the app and the sorting of citizens by authority can begin. At the same time, a hidden smartphone compulsion is developing: first, the driver’s license can be digitized, but the analog ID will still be accepted. Eventually, however, it won’t. Then it means: smartphone ID or no driver’s license.
The EU Commission acted extremely ambitiously here in the shadow of the so-called “Corona pandemic”. According to the Thales Group, which is working on the development of the European ID wallet, the Commission wants to be able to offer every EU citizen such an app by the fall of 2023.
Also from the EU, as in Bologna, it is said: the app is a voluntary offer – for those who want to use it. Remember the “Corona aid packages” for individual companies: These could only be applied for with the “mobile signature”. What will be the first service of the state that can be obtained only with the app of digital identity?
“Practical” in the project in Bologna, like the Commission, is also that the “app” is called “Wallet”. So is also equal to a digital wallet. The wallet is where the money can be found. Digital central bank money – some say the wet dream of European technocracy – can then be stashed right away in the “Smart Citizen Wallet.” And if you’re a good boy, you’ll earn interest on your own wallet right away.
