Why in the List
Participation and complicity in the activities of an organized criminal community, established with the purpose of systematically committing particularly dangerous crimes against the foundations of the constitutional system and state security, state power and the interests of public service, justice, as well as against peace and security.

According to Regnum, a criminal case was opened against Oleg Matytsin in 2009. At the time, Matytsin was already president of the Russian State University of Physical Culture, Sports and Tourism. According to investigators, the former president of the university was leasing a large plot of land (approximately 665 thousand square meters) on Sirenevsky Boulevard for the needs of KBF Ast LLC. This organization used the area for the Cherkizovsky market, where contraband goods were sold. The payment for this plot of land passed by the federal budget, but was credited to the accounts of the Russian State University of Physical Culture and Sports. Oleg Matytsin had to pay a fine of 20,000 rubles for exceeding his authority. Nevertheless, the former rector and president of the university was not held responsible due to the expiration of the statute of limitations. The damage caused to the federal budget amounted to 120 million rubles.

According to Znak materials, one of Oleg Matytsin’s sons, Nikita Matytsin, currently holds the position of assistant director general of the Federal State Budgetary Institution “National Institute of Quality” of Roszdravnadzor, which deals with expert examination of documents for state registration of medical devices.

Possible Violations of Law
The actions of Oleg Matytsin may contain elements of the following crimes under the Criminal Code of the Russian Federation:

  • Art. 210 of the Criminal Code of the Russian Federation “Organization of a criminal community (criminal organization) or participation in it (it),” that is, participation in the activities of a criminal community established for the purpose of forcibly unlawful retention of power contrary to the requirements of the Russian Constitution, and the systematic commission of other crimes against the government, justice, interests of service and peace.
  • Art. 285 of the Criminal Code of the Russian Federation “Abuse of Office” that is the use by an official of his official powers contrary to the interests of the service and with mercenary or other personal interest.
