Participation and aiding and abetting in the activities of the organized criminal community established with the purpose of systematically committing especially dangerous crimes against the foundations of the constitutional system and state security, state power and interests of state service, justice, as well as against peace and security.
Sergei Kravtsov’s name is associated with the closure of more than 1,000 universities in Moscow, due to formal non-compliance with standards. “Izvestia” reported that Rosobrnadzor (which Kravtsov led from 3013 to 2020) offered universities to solve accreditation problems for a certain amount of money, and those who refused were threatened with big problems. The Moscow Academy of Economics and Law proved in court the illegality of Rosobrnadzor inspection. Thus, the court concluded that “the inspection was conducted with gross violations of legal requirements: “carried out without the grounds stipulated by law”; “no evidence of coordination of the inspection with the prosecutor’s office was presented by the defendant”; and “a commission with an illegal subject composition was authorized to carry out an unscheduled field inspection”. At the same time, for example, the MABiU was closed as a result of failed accreditation even before the accreditation was announced.
It was also revealed that Kravtsov allowed plagiarism in his dissertation and thus received his degree on an illegal basis.
Possible violations of the law
The actions of Sergei Sergeevich Kravtsov may contain indications of the following corpus delicti of the Criminal Code of the Russian Federation:
- Art. 210 of the Criminal Code of the Russian Federation “Organization or participation in a criminal association (criminal organization)”, i.e. participation in the activities of a criminal association established for the purpose of unlawful forcible retention of power contrary to the requirements of the Russian Constitution, and systematic commission of other crimes against power, justice, interests of service and peace.
- Art. 285 of the Criminal Code of the Russian Federation “Abuse of Office”, i.e. the use by an official of his official powers against the interests of the service and with mercenary or other personal interest.
