THE ORIGINAL OPERATION SUNRISE:

During World War II, Operation Sunrise (sometimes called Operation Crossword) was a series of secret negotiations conducted in March 1945 in Switzerland between representatives of Nazi Germany and the Western Allies to arrange a local surrender of German forces in northern Italy. One of the most notable parts of the operation was secret negotiations between Waffen-SS General Karl Wolff and Allen Dulles on March 8, 1945 in Luzern. Wolff offered the following plan: Army Group C goes into Germany, while Allied Forces Commander Harold Alexander advances in the direction of the Southern Alps. Subsequently, on March 15 and March 19, Wolff conducted further secret negotiations on the surrender with American general Lyman Lemnitzer and British general Terence Airey.

On March 12, the U.S. ambassador in the USSR, W. Averell Harriman, notified Vyacheslav Molotov of the possibility of Wolff’s arrival in Lugano to conduct negotiations on the German Forces surrender in Italy. On the same day, Molotov replied that the Soviet government would not object to negotiations between American and British officers and Wolff, provided that representatives of Soviet Military Command could also take part in them. However, on March 16 the Soviet side was informed that its representatives would not be allowed to take part in negotiations with Wolff in any case.

On March 22 Molotov, in his letter to the American ambassador, wrote that “for two weeks, in Bern, behind the back of the Soviet Union, negotiations between representatives of the German Military Command on one side and representatives of American and British Command on the other side are conducted. The Soviet government considers this absolutely inadmissible.” This led to Roosevelt’s letter to Stalin on March 25 and Stalin’s reply on March 29. The actual surrender in Italy was signed on April 29, 1945 agreeing to a cessation of hostilities on 2 May.

Operation Sunrise was depicted in the Soviet TV series Seventeen Moments of Spring, where it was called “Operation Sunrise Crossword”.

THE OPERATION SUNRISE RELOADED

Operation Sunrise is reportedly being planned in Germany. This is an escalation scenario in which the Bundeswehr will pull the strings. Up to 40,000 soldiers have been requested to keep “pandemic management” under control. This has already been complied with. But military for health and pandemic management has already been planned since 2015.
In 2015, an article titled “The Gates Foundation, Ebola, and Global Health Imperialism” appeared in the American Journal of Economics and Sociology in the Wiley Online Library.

Building on recent public health literature proposing “global health governance” (GHG) as the preferred model for international health care, Bill Gates publicly called for the creation of a global, militarized, supranational agency capable of responding decisively to infectious disease outbreaks-one led by Western powers and targeting the underdeveloped world.”

The article examines the media-generated panic surrounding Ebola in 2014/15 and the response and underlying motives of foundations, governments, and other institutions. It describes the evolution and goals of GHG. He proposes a different concept-“global health imperialism”-as a more useful framework for understanding current conditions and the likely future of international health care.

On March 18, 2015, the world’s richest man publicly called for an ambitious new project: the creation of a global, militarized, supranational agency capable of responding decisively to infectious disease outbreaks. Bill Gates’ article, “The Next Epidemic – Lessons from Ebola,” which appeared in the prestigious New England Journal of Medicine (NEJM), was a “global call to action” designed for maximum impact. An opinion piece by Gates in the New York Times, which appeared at the same time as the NEJM article, triggered a flood of media reports that uncritically echoed the multi-billionaire’s arguments.

As head of the most powerful private foundation in history, Microsoft founder Bill Gates was already accustomed to setting the agenda for global health care. The Bill & Melinda Gates Foundation (BMGF) dominated the field, with deposits of $46.8 billion and distributing nearly $4 billion annually to fund initiatives to fight malaria, polio, tuberculosis, HIV, and other diseases (Guardian 2015). In the words of one NGO representative, “You can’t cough, scratch your head, or sneeze when it comes to health without coming to the Gates Foundation” (Global Health Watch 2008).

Gates’ NEJM article seemed to call for unprecedented and far stronger management of health care. Building on the global panic caused by the 2014 Ebola outbreak, Gates warned of catastrophic future epidemics that could only be contained by a strong “global warning and response system” modeled on the North Atlantic Treaty Organization (NATO).

U.N. officials had called the international response to Ebola too slow but ultimately effective and, in some cases, “spectacularly successful.” Gates, however, called it a “global failure,” especially when compared to “our preparations for another kind of global threat war.”

Gates acknowledged that an international epidemic response system already exists under the auspices of the World Health Organization (WHO), but called it “grossly understaffed and underfunded.”

Given that the BMGF was already the leading funder of the WHO, one might wonder why Gates, who heads a network of billionaire philanthropists with assets of at least $150 billion, did not simply increase funding for existing programs. The NEJM article is silent on this question, but the answers are implicit in the text. Gates envisions an organization capable of:

Work closely with Western forces, particularly NATO, on operations in the developing world. (Planning “should involve military alliances such as NATO”; “in a severe epidemic, the armed forces of many or all middle- and high-income countries might have to work together.”)
Circumventing national security regulations to accelerate testing and deployment of new vaccines and other drugs. (New Ebola drugs “were not tested on Ebola patients until after the peak of the epidemic-in part because there was no clear process for approving a novel trial format or for granting a liability waiver.”)
Suspension of the Constitution in sovereign states affected by epidemics. (“As democratic countries seek to avoid restricting individuals’ rights to travel and assemble, they may be too slow to restrict activities that contribute to the spread of disease.”)
Creating global surveillance networks, without privacy protections, that would make information about people in developing countries instantly available to the imperial core. (“Access to satellite imagery and cell phone data” would allow “tracking the movements of populations and individuals in the affected region.”)

This, by the way, is exactly what has been happening around the world since March 2020, and just in the last few weeks and months with a massively intensified pace.

Gates was obviously skeptical about the ability of traditional international institutions (especially the United Nations) to create an agency with such overreaching powers. Rather, he envisioned his proposal being implemented by a consortium of public and private entities, including the World Bank and G7 countries, NATO, and “a combination of foundations and technology companies.”

The role of the United Nations in this endeavor remained unclear. Gates called for a discussion of “which parts of the process [WHO] should lead and which others (including the World Bank and G7 countries) should lead in close coordination.”

Gates also recounts his ideas at a TED conference on April 3, 2015. He recounts his wishes for the military at about minute 5:30:

It is pretty clear from Gates’ statements and omissions that what is happening now is a pretty much planned play. Mandatory vaccination is obviously a very important part of it. This is simultaneously funding the BMGF through its holdings in BioNTech, Moderna, and a number of other pharmaceutical companies.

If you look at legal disputes about the regulations and laws, it is clear that these are token actions.
