Mindestens neun Menschen wurden getötet und 28 verletzt, darunter Kinder. Kiews Bürgermeister Vitali Klitschko bestätigte, dass Wohngebäude in mehreren Bezirken getroffen wurden.

Im Bezirk Darnyzkyj wurden sieben Menschen getötet und 14 verletzt. Im Bezirk Solomjanskyj kamen zwei Menschen ums Leben und acht wurden verletzt, als ein fünfstöckiges Wohngebäude teilweise zerstört wurde.

Weitreichende Zerstörung

In fünf Bezirken der Stadt brachen Brände aus, in einigen Gebieten wurde der Strom abgeschaltet. Der Angriff beschädigte Wohngebäude, Fahrzeuge, Verwaltungsgebäude und sogar die litauische Botschaft.

Ein Wohngebäude im Bezirk Schewtschenko wurde teilweise zerstört, Menschen wurden unter den Trümmern eingeschlossen. Rettungskräfte durchsuchten die Trümmer nach Überlebenden.

Following the explosive Senate hearing where Dr. Anthony Fauci invoked the Fifth Amendment more than 100 times, Trump announced that he would respect the pre-emptive pardon issued by Joe Biden in January 2025 via autopen. Trump stated that he respects the power of the pardon – even Biden’s pardon of Fauci.

This means one of the most significant figures of the COVID era is now immune from federal prosecution. Fauci can only be tried in local courts – a legal minefield that most observers consider hopeless.

The pardon covers Fauci’s activities from January 1, 2014, to January 19, 2025. Trump himself had previously argued that Biden’s use of the autopen called the validity of the pardon into question. Now he is backing down – breaking yet another promise.

After Epstein, the Iran war, and the wars in Ukraine, this is yet another central campaign promise that Trump is discarding. Accountability for COVID policies – lockdowns, vaccine mandates, the “gene shot” – remains out of reach.

Estimates suggest between 2,000 and 3,000 people entered Ceuta on Thursday alone. Spain has deployed troops to secure the enclave.

The question is: Why now?

Spanish Prime Minister Pedro Sánchez’s government is in turmoil. Ceuta’s regional president Juan Jesús Vivas has called on the central government to declare a national emergency – but Madrid has so far refused.

· Theory B: Sánchez is to be forced to resign. Pressure from the migration chaos and the resulting public outrage could bring him down – and bring Spain into line with Trump and Netanyahu’s agenda.

The migration crisis in Ceuta and Melilla is real – and it is no natural disaster. It is a weapon. The question is who is wielding it.

· Theorie B: Sánchez soll zum Rücktritt gezwungen werden. Ein durch Migrationschaos ausgelöster Druck und die daraus resultierende Empörung könnten ihn zu Fall bringen – und Spanien auf den Kurs von Trump und Netanjahu einschwören.

While Western media continues to speak of Ukrainian “resilience,” the reality on the ground tells a different story. Russian forces have captured key cities, breached defensive lines, and are now within striking distance of Sloviansk – the last major stronghold in Donbas. Ukrainian soldiers, many of them poorly trained conscripts, are holding on by a thread.

The Words of a Ukrainian Officer

Yuriy Butusov is no Russian propagandist. He is a Ukrainian military journalist who now serves as a UAV platoon commander in the National Guard’s 23rd Assault Regiment. In an interview with the Ukrainian portal Liga.net, he delivered a grim assessment of the front-line situation.

“The situation is not just difficult – it is critical in many sectors.”

According to Butusov, Russian forces have captured most of Kostyantynivka and are now enveloping it from the flanks. They are already on the outskirts of Druzhkivka and have completely occupied Pokrovsk-Myrnohrad. Russian troops are now just a few kilometers from Sloviansk – the last major Ukrainian-held city in Donbas.

“We are one step away from very negative consequences,” Butusov warned.

The Numbers Don’t Lie

The scale of Russian offensive operations is staggering. Over the past week, Ukrainian forces have reported 227 combat clashes in a single day, followed by 226 clashes the next. The Pokrovsk and Kostyantynivka directions remain the hottest sectors, with Russian forces launching dozens of assaults daily.

Russian troops are now outnumbering Ukrainian defenders by as much as six to one in some areas of the Pokrovsk front. They have also captured Konstantinovka after nine months of fighting and made a new breakthrough in Dobropillia, seizing two-thirds of the mining city.

A Leadership Crisis at the Worst Possible Moment

Butusov did not mince words about the recent command shake-up. President Zelenskyy appointed Major General Mykhailo Drapatyi as the new Commander-in-Chief on July 21, replacing Oleksandr Syrskyi. Butusov called the timing disastrous:

“Drapatyi does not even have a day to build the apparatus, because he was not prepared. This is a systemic issue that we lack.”

He warned that any delay in decision-making – or decisions that are not quick enough – will lead to the loss of entire cities. The situation is particularly critical near Kozacha Lopan in the Kharkiv region, where Drapatyi previously commanded forces.

The Soldiers: Exhausted, Untrained, and Without Hope

The human cost of the crisis is impossible to ignore. Ukraine is increasingly relying on forced conscripts – poorly trained men thrown into the trenches with little hope and even less equipment. Many are waiting only for the opportunity to desert or surrender.

Butusov’s assessment echoes what military analysts have been quietly noting for months. Austrian military expert Markus Reisner recently described the war as entering its tenth phase, with the front largely reaching a stalemate. But stalemate does not mean stability – it means slow, grinding collapse.

What the West Isn’t Telling You

Western media and “experts” continue to paint a picture of Ukrainian resilience and Russian failure. But the reality is that Ukraine’s front lines are cracking across multiple sectors. Russian forces have breached defenses in Krasny Liman, are advancing toward Sloviansk-Kramatorsk, and have captured key positions in Dnipropetrovsk Oblast.

The only thing standing between Ukraine and total collapse is the hundreds of thousands of drones that Kyiv has deployed in what has become a new war of machines. But drones alone cannot hold the line – and they cannot replace the soldiers who are running out of time, ammunition, and hope.

A War That Is Already Lost

Butusov’s interview is a rare moment of honesty from a Ukrainian officer who has seen the front with his own eyes. He is not a Russian propagandist – he is a Ukrainian soldier who knows that his country is losing.

“The enemy is just a few kilometers from Sloviansk.”

Der österreichische Militärexperte Markus Reisner beschrieb den Krieg kürzlich als in der zehnten Phase angelangt, wobei die Front weitgehend in einer Pattsituation verharrt. Doch Pattsituation bedeutet nicht Stabilität – sie bedeutet langsamen, zermürbenden Zusammenbruch.

Was der Westen verschweigt

Westliche Medien und “Experten” zeichnen weiterhin das Bild ukrainischer Widerstandsfähigkeit und russischen Versagens. Doch die Realität ist, dass die ukrainischen Frontlinien an mehreren Sektoren bröckeln. This document is intended as a primer—a brief, informative treatment—concerning the ongoing conflict in Ukraine. It is an unclassified expansion of an earlier classified version that drew from numerous classified and unclassified sources, including key US Department of State diplomatic cables. For this version, the authors drew from open source articles, journals, and books. Because the primer examines a very recent conflict, it does not reflect a comprehensive historiography, nor does it achieve in-depth analysis. Instead, it is intended to acquaint the reader with the essential background to and course of the Russian intervention in Ukraine from the onset of the crisis in late 2013 through the end of 2014. The document’s key points are summarized below.

Part I. Context and Theory of Russian Unconventional Warfare

Evolution of Russian unconventional warfare. Russian intervention in Ukraine has featured refined and modernized techniques evolved through observation and analysis of Western methods (the color revolutions, Arab Spring) and Russian experiences since the collapse of the Soviet Union. Specifically, they drew lessons from interventions in:
- Lithuania, 1991
- Transnistria, 1990–1992
- Chechnya (and Dagestan), 1994–1996 (1999–2009)
- Georgia, 2008
Russian information warfare has emerged as a key component of Russian strategy. Igor Panarin and Alexandr Dugin are the primary theorists.
Russian Chief of Staff Valery Gerasimov’s model for interstate conflict reflects the growing importance of nonkinetic factors in Russian strategy.

Part II. Russian Unconventional Warfare in Ukraine, 2013–2014

Historical Context
- Ukraine’s historical, cultural, religious, and economic ties to Russia make it a vital interest to Moscow.
- Western encroachment into the Russian sphere of influence, primarily through North Atlantic Treaty Organization (NATO) expansion and European Union (EU) economic ties, stimulated a reactionary movement among Russian conservatives to stop the loss of peripheral states to the West.

- Small-scale invasion and precision operations by conventional Battalion Tactical Groups (BTGs) based along the Russian border
- Issuing Russian passports to pro-Russian populations and touting Moscow’s need to defend the Russian diaspora against alleged abuses

Conclusion

Driven by a desire to roll back Western encroachment into the Russian sphere of influence, the current generation of Russian leaders has crafted a multidisciplinary art and science of unconventional warfare. Capitalizing on deception, psychological manipulation, and domination of the information domain, their approach represents a notable threat to Western security.
The new forms of Russian unconventional warfare challenge the structure of the NATO Charter, because they obviate the appearance of “armed invasion.”

This alert update is a follow-up to the original NCCIC/ICS-CERT Alert titled IR-ALERT-H-16-043-01P Ukrainian Power Outage Event that was published February 12, 2016, on the US-CERT secure Portal library.

——— Begin Update A Part 1 of 2 ——–

On December 23, 2015, Ukrainian power companies (Oblenergos) experienced an unprecedented cyber-attack causing power outages,which impactedover 225,000 customers in Ukraine. These attacks were conducted by remote cyber-attackers who, leveraging legitimate credentials obtained via unknown means, remotely operated breakers to disconnect power. While power has been restored, all the impacted Oblenergos continue to run under constrained operations. In addition, three other organizations, some from other critical infrastructure sectors, were also intruded upon but did not experienceoperational impacts. There have been public reports that indicate BlackEnergy (BE) malware was responsible for the attack. However,National Cybersecurity and Communications Integration Center (NCCIC)/Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) does not have sufficient supporting evidenceto confirm the role of BE but continues to conduct further analysis. If BE played a role, it was most likely in the reconnaissance and preparatoryphases, not during the actual attack. Many malware implants could have conducted this activity.

This incident highlights the urgent need for critical infrastructure owners and operators across all sectors to implement enhanced cyber measures that reduce risks from the following types of adversary techniques:

• Theft of legitimate user credentials to enable access masquerading as approved users,
• Leveraging legitimate remote access pathways (VPNs),
• The remote operation of human-machine interface (HMI) via company installed remote access software (such as RDP, TeamViewer or rlogin)
• The use of destructive malware such as KillDisk to disable industrial control systems (ICSs) and corporate network systems
• Firmware overwrites that disable/destroy field equipment
• Unauthorized scheduled disconnects of uninterruptable power supplies (UPS) to devices to deny their availability
• The delivery of malware via spear-phishing emails and the use of malicious Microsoft Office attachments
• Use of Telephone Denial of Service (TDoS) to disrupt operations and restoration.

This report is being shared for situational awareness and network defense purposes. ICS-CERT strongly encourages organizations across all sectors to review and employ the mitigation strategies and detection mechanisms contained within this report.

DETAILS

An interagency team composed of representatives from the NCCIC/ICS-CERT, U.S. Computer Emergency Readiness Team (US-CERT), Department of Energy,Federal Bureau of Investigation, and the North American Electric Reliability Corporationtraveled to Ukraine to collaborate and gain more insight. The Ukrainian government worked closely and openly with the U.S. team and shared information to help prevent future cyber-attacks.

The following account of events is based on the interagency team’s interviews with operations and information technology staff and leadership at six Ukrainian organizations with first-hand experience of the event. The team was not able to independently review technical evidence of the cyber-attack; however, a significant number of independent reports from the team’s interviews, as well as documentary findings, corroborate the events as outlined below.

Through interviews with impacted entities, the team learned that power outages Ukraine experienced on December 23, 2015, were caused by remote cyber-attacks at three regional electric power distribution companies (Oblenergos), impacting approximately 225,000 customers. While power has been restored, all the impacted Oblenergos continue to run under constrained operations. In addition, three other organizations, some from other critical infrastructure sectors, were also intruded upon but did not experience operational impacts.

The team assesses that the attacks against the Oblenergos demonstrated some Tactics, Techniques, and Procedures (TTPs) that,while previously known, have not been previously observedin an actual cyber-attack. The cyber-attacks were reportedly synchronized and coordinated, probably following extensive reconnaissance of the victim networks.

After gaining a foothold in the victim networks, attackers acquired legitimate credentials and leveraged valid remote access pathways to conduct their attack.The physical impact events of the cyber-attacks launched within 30 minutes of each other, impacting multiple central and regional facilities. Over 50 regional substations experienced malicious remote operation of their breakers conducted by multiple external humans. This was done using either existing remote administration tools at the operating system level or remote ICS client software via virtual private network (VPN) connections.

All three impacted companies indicated that the actors wiped some systems by executing the KillDisk malware at the conclusion of the cyber-attack. The KillDisk malware erases selected files on target systems and corrupts the master boot record, rendering systems inoperable. It was further reported that in at least one instance, Windows-based HMIs embedded in remote terminal units were also overwritten with KillDisk. The actors also rendered Serial-to-Ethernet devices at substations inoperable by corrupting their firmware. In addition, the actors interrupted power to some data centers through scheduled power outages on server UPS via the remote management interface. The team assesses that these actions were done in an attempt to interfere with expected restoration efforts.

Initial intrusion appears to have been through malware,which was delivered via spear-phishing emails with malicious Microsoft Office attachments.While it has not been confirmed with technical artifacts, it is probable that the two events are related. While the cyber-attack has been widely attributed to BE in the open press, any remote access trojan could have been used in these attacks, and none of BE’s unique capabilities were leveraged. At this time,no definitive link can be drawn between the outage and the presence of the BEmalware, however analysis is ongoing.

The Malaysian Airlines passenger jet crashed last Thursday, killing all 298 people on board.

Western nations say there is growing evidence that flight MH17 was hit by a Russian-supplied missile fired by rebels, but Russia has suggested Ukrainian government forces are to blame.

EU foreign ministers, meeting in Brussels, are thought likely to discuss expanding the list of Russian officials targeted by sanctions, but have so far steered clear of targeting whole sectors of the Russian economy.

Both the EU and the US imposed sanctions on Moscow following its annexation of Crimea and the outbreak of hostilities in eastern Ukraine.

‘In good condition’

Experts say the “black boxes” will reveal the exact time of the incident and the altitude and precise position of the aircraft.

They should also contain the cockpit voice recorder, which it is hoped will provide clues as to what the cause of the crash was.

The head of the Malaysian delegation at the handover in Donetsk told reporters that the recorders were “in good condition”.

The handover followed talks between the rebel commander and self-styled Prime Minister of the Donetsk People’s Republic Alexander Borodai and the Malaysian Prime Minister Najib Razak, Mr Najib said in statement.

He also said those talks led to the rebels agreeing to allow the bodies to be transported to Kharkiv and international investigators to access the area.

“In recent days, there were times I wanted to give greater voice to the anger and grief that the Malaysian people feel and that I feel,” he said.

“But sometimes, we must work quietly in the service of a better outcome.”

Pro-Russian rebels allowed a freight train carrying the bodies of 282 passengers to be moved from a town near the crash site to Donetsk on Monday.

The Malaysian experts and a Dutch delegation are travelling with the train to the city of Kharkiv, where it is expected to arrive later on Tuesday.

From there, the bodies will be prepared for transfer by air to the Netherlands where forensic experts will evaluate and identify them.

Meanwhile a UN resolution, proposed by Australia, was passed calling for a “full, thorough and independent international investigation” into the downing of the plane over Grabove on 17 July.

It also demanded that those responsible “be held to account and that all states co-operate fully with efforts to establish accountability”.

There has been international outcry over the way rebels have handled the situation, leaving passengers’ remains exposed to summer heat and allowing untrained volunteers to comb through the area.

All 15 council members, including Russia, voted in favour.

Sanctions threat

On Monday, three Dutch experts became the first international investigators to examine the bodies of the victims. They said the storage of the bodies had been “of good quality”.

The train’s departure came after international pressure on the separatists, who had been accused of limiting access to the crash site.

US President Barack Obama called on Russian President Vladimir Putin to stop the rebels from hampering the investigation at the crash site.

He also warned Mr Putin that he could face additional economic costs if he fails to take steps to resolve the crisis in Ukraine.

British Prime Minister David Cameron said there was strong evidence that pro-Russian separatists shot down the plane with an anti-aircraft system known as Buk.

Russia on Monday again denied allegations that it had supplied such missiles or “any other weapons” to the rebels.

The defence ministry said a Ukrainian military plane had flown within firing range of the airliner just before it came down, but Ukrainian President Petro Poroshenko has rejected the claim.

The fighting in eastern Ukraine erupted in April and is believed to have claimed more than 1,000 lives.

Battles continued on Monday, with heavy clashes around the main rebel-held city of Donetsk, with reports of at least three civilians being killed.

The battle between the CIA and the Senate Intelligence Committee over the Committee’s scathing 6,000-page report on the CIA’s defunct detention and interrogation program escalated this week after complaints that the CIA was “inappropriately monitoring” Committee staff while it completed its report. The complaints from Congress compelled the CIA’s inspector general (IG) to begin an inquiry, and the CIA’s IG has reportedly already referred the matter to the Department of Justice for action. The 6,000-page Committee report has yet to be declassified, despite pressure from the White House that it be disclosed, “in part because of a continuing dispute with the C.I.A. over some of its conclusions.” The report has taken more than four years to complete, and has cost more than $40 million –partially because the CIA insisted that Committee staff only be allowed to review classified materials pertinent to the investigation at the agency’s secure facility in Northern Virginia, “[a]nd only after a group of outside contractors had reviewed the documents first.” According to government officials, CIA officers gained access to the computer networks used by the Committee after the CIA became concerned that the Committee itself had inappropriately gained access to parts of the CIA’s computer network it was not authorized to view.

The House Intelligence Committee is seeking explanations for conflicting intelligence reports from the Defense Intelligence Agency (DIA), the CIA, and the Office of National Intelligence on the Ukraine crisis. Lawmakers reported that a classified DIA report issued earlier this week concluded that Russia’s troop movements near the Ukrainian border would not lead to military intervention, while a classified CIA report found that while there was a possibility that Russia would intervene in Ukraine, an invasion was unlikely. A closed-door briefing to members of Congress last Thursday by Robert Cardillo, Deputy Director of National Intelligence, further reported that military action in Ukraine was not imminent. Senate Intelligence Committee Chairwoman, Dianne Feinstein, told POLITICO that, “[w]e have to better deploy our resources… because we have large resources and it should not be possible for Russia to walk in and take over the Crimea and it’s a done deal by the time we know about it.”

While intelligence officials said it was possible that Putin’s decision to take military action was a spontaneous one, a former CIA officer speaking on the condition of anonymity argued that “the agency’s focus on counter-terrorism over the last 13 years has undermined its ability to conduct traditional espionage against key adversaries, including Russia.” The former officer further noted that the agency’s office in Kiev could not be larger than two or three agents.

The White House released an overview of Obama’s FY2015 budget request earlier this week, revealing that the administration is asking for $45.6 billion to fund the National Intelligence Budget. Matthew Aid points out that the proposal sets the goal of enhancing transparency and reforming signals intelligence programs, specifically stating that the intelligence community “will use its signals intelligence capabilities in a way that protects national security while supporting foreign policy, respecting privacy and civil liberties, maintaining the public trust, and reducing the risk of unauthorized disclosures.”

According to the agency’s inspector general report, the National Reconnaissance Office (NRO), which oversees the US’ intelligence satellites, makes frequent mistakes when making classification decisions. The IG report revealed that out of a sample of 134 documents, 114 contained classification mistakes. The report, which was conducted in response to the Reducing Over-Classification Act of 2010 and obtained in response to a FOIA request, found that NRO classification officials “lack sufficient knowledge of classification principles and procedures necessary to perform their duties…One OCA [original classification authority] had almost no knowledge of his responsibilities.” Secrecy News’ Steven Aftergood notes that, like other reports completed for the Reducing Over-Classification Act, “the NRO Inspector General review does not allow for the possibility that an agency could be in full compliance with classification rules and nevertheless be overclassifying information.”

The National Security Agency (NSA) recently released its fourth installment of documents on the 1968 capture of the USS Pueblo, a U.S. Navy intelligence collection ship, by North Korean forces. The 61 documents “comprise 236 pages of material, including maps, NSA memoranda, analytic assessments, chronologies, North Korean press releases, and other miscellaneous documents.” A previously declassified 1992 NSA report of the incident claimed that the massive amounts of classified material on board, as well as cipher equipment, were confiscated by the North Koreans and likely passed on to the Soviet Union and China. Despite the compromise of enormous amounts of sensitive information, LBJ conceded that “[p]robably the luckiest thing that happened to us was that we did not send people in there and have another Bay of Pigs.” The USS Pueblo is currently on display at the renovated Victorious Fatherland Liberation War Museum in Pyongyang.

Ukraine’s Leaders Seek National Socialism, Dictatorship: “Americanization and Liberalism are Poison”

by John Stanton So the US leadership is supporting the creation of One Nation Under God in Ukraine. As one of the key groups involved in the militant overthrow of an elected government has stated in its party platform, “a system of the dictatorship of the Nation with regard to the socioeconomic interests of the people” needs to be implemented (more below). Isn’t that what the military in Egypt proclaimed in its coup to oust another elected official, Morsi? The American press is fond of patting itself on the back for upholding the first amendment to the US Constitution, that being, among other things, freedom of the press. But that does not mean the freedom to obfuscate, ignore facts and curry favor with the US national security apparatus in whatever covert or overt form it takes. The New York Times, Wall Street Journal and the Washington Post have engaged, once again, in a classic information operations effort. This time it is to shape a national anti-Russian consensus around the legitimate concerns of the Russian government. As these three big corporate institutions are the semi-official organs of the United States’ government, they have shown the weakness of President Obama’s national security advisers and, by proxy, heavyweight financiers like George Soros (who runs the Open Society NGO). The power of the three media outlets exists in the corporate, for-profit nature of the enterprises, not any notable journalistic enterprise. They engage in pay-for-journalism beholden to advertisers, shareholders, investors and the US government. All three groups are known to collaborate on stories with state, local and federal officials so that news is not news to officialdom. But as Don Corleone said in the movie The Godfather, “It’s just business.” What else can one expect from a quasi-representative democracy? The Wall Street Journal is owned by Fox News Corporation. News Corporation’s ability to reach into and shape the opinions of tens of millions of the global watching/listening public is unprecedented. From the Wall Street Journal to National Geographic–and hundreds of media outlets local, national and global–it can carry its anti-Russian message 24 hours a day, 7 days a week. The Washington Post is owned by Jeff Bezos of Amazon fame. Little reported is the $600 million contract it recently won to provide the CIA with information technology products and services. Bezos had negligible presence in Washington, DC prior to his acquisition of the Washington Post, but now has a very loud voice. The Post has always been close to the CIA and other national security agencies with Katherine Graham (former owner) indicating in a speech to the CIA that there are some things Americans “don’t need to know and should not…” That might have been the case decades ago, but in the age of the Internet/WWW, hackers and independent journalists who know “it’s not about the money” and can report freely, Graham’s statement is nonsense. In short, in 2014 the playbook of the ruling class is open for all to see. And what of the dreary New York Times? Gray indeed. Dean Acheson once said that Americans could hold focus on international issues for about ten minutes. So maybe President Obama is doing Americans a service by cutting back on press freedom. But wait!
