THE PUSH: AWAY WITH THE VETO

Germany has launched a new offensive in the EU reform debate. Foreign Minister Johann Wadephul is calling for the abolition of the unanimity principle in foreign policy – a core element of his reform proposals presented in Berlin on Wednesday.

The rationale: the EU must become more capable of acting in the face of global challenges. Wadephul warns: “When it comes to security issues, the unanimity principle can pose an existential threat to us. Because it’s about life and death! We see this every day in Ukraine.” Therefore, it must no longer be possible for individual member states to block the action of all.

That is the official part. The unofficial part is even more explosive: if the veto right falls, every single EU country loses its last real line of defense against Brussels overreach.

DER VORSTOSS: WEG MIT DEM VETO

Deutschland hat eine neue Offensive in der EU-Reformdebatte gestartet. Außenminister Johann Wadephul fordert die Abschaffung des Einstimmigkeitsprinzips in der Außenpolitik – ein Kernstück seiner am Mittwoch in Berlin vorgestellten Reformvorschläge.

DIE FOLGEN: EINE DIREKTE STEUER AUF DIE NATIONALE DEMOKRATIE

Die Abschaffung des Vetorechts hätte weitreichende Konsequenzen:

1. Das Ende der nationalen Kontrolle

Bislang stellt jeder EU-Staat einen Kommissar in der Brüsseler Behörde. Wadephul schlägt vor, die EU-Kommission auf zwei Drittel der Zahl der Mitgliedstaaten zu verkleinern. Das bedeutet: Nicht jedes Land ist künftig noch in der Kommission vertreten.

Nicht alle sind von der Reform begeistert. Eine andere Gruppe von Mitgliedern, darunter Frankreich, Belgien und einige kleinere Länder, verteidigt das Vetorecht mit der Begründung, es sei für ihr nationales Interesse unerlässlich.

Ein EU-Diplomat aus einem Land, das das Vetorecht beibehalten will, erklärte: “Es ist allgemein bekannt, dass der EAD (Europäische Auswärtige Dienst) nicht ordnungsgemäß funktioniert. Außenpolitik bleibt jedoch nationale Zuständigkeit, und wir sollten nicht zu einer qualifizierten Mehrheitsentscheidung übergehen.”

Die Ironie: Ausgerechnet die Länder, die am lautesten über die Blockade Ungarns klagen, wollen nun das einzige Instrument abschaffen, das es kleinen Staaten ermöglicht, sich gegen die Dominanz der großen Länder zu wehren.

DIE STRATEGISCHE DIMENSION: EIN BACKDOOR-POWER-GRAB

Die Forderung nach Abschaffung des Vetorechts ist kein isolierter Vorstoß. Sie ist Teil einer umfassenderen Strategie:

1. Die institutionelle Umgestaltung: Wadephul fordert nicht nur die Abschaffung des Vetos, sondern auch eine Verkleinerung der EU-Kommission und die Einführung von Vorstufen zum EU-Beitritt.
2. Die Finanzhebel: Die Kopplung von EU-Geldern an Rechtsstaatlichkeit gibt Brüssel ein mächtiges Druckmittel gegen missliebige Regierungen.
3. Die verstärkte Zusammenarbeit: Kleinere Gruppen von Staaten sollen in bestimmten Politikfeldern vorangehen können, ohne dass alle 27 EU-Mitglieder zustimmen müssen.

Wenn Brüssel die Außenpolitik künftig per qualifizierter Mehrheit diktieren kann, dann ist die nationale Souveränität der EU-Mitgliedstaaten nichts weiter als eine Fiktion. Die Wähler in Deutschland, Frankreich und allen anderen Ländern werden keine Kontrolle mehr darüber haben, wohin ihre Steuergelder fließen und welche Kriege ihre Regierungen unterstützen.

Die Frage ist nicht, ob die EU handlungsfähiger wird. Die Frage ist, wer in Zukunft handelt – und wer nur noch zustimmt.
