Ex-Stasi employees report
From the 1970s, murder plans were no longer written down – but they did exist. A former MfS officer reports to ZDF about plans to murder the fled Secret Service agent Werner Stiller, and in another case there is a confession from a former MfS officer who was tasked with poisoning an escape assistant.

The autopsy showed that he had a high alcohol content in the blood (2.2 per thousand / day), but the evening before he was said to have drunk only a little, according to club colleagues.

These rope teams continue to use their old Stasi methods to infiltrate the German economy. This becomes particularly clear in the attempt by Stasi colonel Ehrenfried Stelzer with former constitutional protection chief Hellenroich to found a joint “security company” and in the activities of “GoMoPa”.

The Central Registration Office in Salzgitter – which the SPD wanted to close in response to the pressure from the SED! – identified 4,444 cases of “attempted and completed killing” by 1990 to prevent GDR escape; around 700 injuries were registered (Sauer / Plumeyer 1991, p. 79; see Föhrig 1996).

Erich Mielke – he was a member of the Political Bureau of the SED and the highest MfS leader – warned in a college meeting on February 19, 1982 that what had been valid in the GDR since the 1950s (tape record; quoted in Stasi internally, 1991, P. 213):
“We are not immune to having a villain among us. If I knew that now, he wouldn’t be alive tomorrow. Short process. Because I’m a humanist. That’s why I have that opinion. In the FRG, prosecutors are investigating 21 cases against Stasi officers for attempted murder or a date to murder. Heinrich S. is the only West IM (“racing driver”) who is convicted in this context. He was imprisoned for four and a half years for participating in the Stasi operations “Fürst” and “Parasit”.

Julius L. gets away because all 19 attempts by a hired criminal (IM “Karate”) to drop a bomb on his car fail. After the trial against him, IM “Karate” leaves the courtroom as an innocent and free man. The main defendants stay away from the start of the trial. To date, there is controversy over how the term “liquidation” is to be understood in Stasi jargon. Before the courts, almost all MfS employees claim that their language generally has nothing to do with “killing”. Rather make it “harmless”. The executive officer of “Rennfahrer”, on the other hand, admits that Siegfried Sch. and Julius L. should be “eliminated”. Erich Mielke (born in Wedding) was Minister of State Security (Stasi) in the GDR from 1957 until his resignation two days before the fall of the Berlin Wall. He also sits in the Politburo and is an army general. The Stasi chief is one of the main responsible for the expansion of the nationwide surveillance system. When he took over the branched-out apparatus, the agency had 14,000 full-time employees. In 1989 there were around 91,000. They spy, instruct and administer a further 173,000 unofficial spies. On November 13, 1989, Mielke spoke for the first time in front of the GDR People’s Chamber. He says: “I love – I love everyone – everyone – Well, I love – I stood up for it.” And reaps loud laughter. Mielke was sentenced to six years in 1993 for a double murder in 1931. In the meantime, he is buzzing in the former Stasi prison in Hohenschönhausen. Because of the poor conditions of detention, the judiciary later moved him to Moabit. In 1995 he was released on parole due to illness. Mielke died on May 21, 2000 at the age of 92 in a nursing home in Hohenschönhausen. Many call Mielke the “Lord of Fear”.

“The Ministry of State Security had over 100 spies on infiltrating West German human rights organizations. Almost all of your files are in the archive of the Gauck Authority. The unofficial employees (IM) were still sent from the GDR to the West in 1989.
Their task was to infiltrate the West Berlin Working Group on August 13 and the Society for Human Rights. Some of the Stasi spies even rose to managerial positions or founded their own local groups. The IM files contain correspondence, requests for help from GDR citizens and detailed reports on planned care measures. The agents were well prepared for the interviews that had previously been mandatory in West Berlin by Western intelligence agencies. For example, a spy named “Axel” told the state law enforcement officers that he had been beaten by the Stasi during interrogations.

Other Mielke spies became members of escape aid organizations and betrayed their proteges to the Stasi. So one of the escape helpers of the “court-known criminal gang Fürch” (New Germany) delivered almost every one of his proteges not to the West but to the Stasi. The reception camps for GDR citizens in Gießen and West Berlin were also checked with the help of Stasi spies. Some succeeded in establishing close contacts with conservative Western politicians and spying on them. The IM “Karl Diener” provided the Stasi with “operationally important information” on German politics. In the key year of 1989, the Stasi sent its men to the west to continue their infiltration there. Anyone who gets in the way of the Stasi is classified as an enemy-negative person:
The expression hostile-negative person in the internal usage of the Ministry for State Security of the GDR referred to a person who was classified as a political opponent of the GDR system or generally socialism.
To do this, it could already be sufficient to have made several critical comments in the private circle as a normal GDR citizen, and that this was reported by a spy of the MfS (unofficial employee). People who have repeatedly spoken negatively about the political system or its representatives in public have been referred to in this way. These included dissidents and critical intellectuals such as Rudolf Bahro and Robert Havemann as well as members of the various political and church resistance groups in the GDR in general.
In line with its self-image as a sword and shield of the party, the MfS fought such opponents – if their “hostile” attitude or their activities critical of the regime exceeded a certain threshold – with a series of open and covert measures. These included detentions, organizing professional failures, assassination, the destruction of private relationships through organized intrigue, and the psychological destruction of the target person, sometimes with the victim’s deliberate drive into suicide. These measures were carried out at the MfS under the collective term decomposition. Its theoretical basis was operative psychology, which was a separate subject at the ministry’s own university.

It is exactly these methods that the “NEWS SERVICE” “GoMoPa” also uses against critics.

It was not until 1965 that the Ministry of State Security established an “Institute for Psychology”, which was later converted into a chair in the section “Political-Operational Special Discipline”. With the entry into force of “Guideline 1/76” at the latest, factors influencing the personal development of people became more important. Research and teaching in “operative psychology” were practical and application-oriented. “Operative psychology” did not fundamentally bring new psychological findings to light, but dealt primarily analytically with the use of known methods. The students were given basic knowledge of psychology. For example, research results on people’s feelings, needs and relationships, as well as findings from group analysis and interpersonal phenomena such as trust, ties and leadership should be used for decomposition measures. “Operative Psychology” was a compulsory subject at the State Security Law School. The proportion of the total proportion of the course was 131 out of 2,615 teaching hours.

The aim was to use psychological means to influence people in such a way that “they are shaken and gradually changed, or that contradictions and differences between hostile negative forces are created, exploited or strengthened” by “fragmentation, paralysis, disorganization and isolation hostile negative forces ”. The task of “operative psychology” was to “undermine a person’s self-confidence and self-esteem, to create fear, panic, confusion, to cause a loss of love and security and to cause disappointment”. Political opponents should cause life crises that made them so insecure and mentally stressed that they were deprived of the time and energy for anti-state activities. The MfS as the mastermind of the measures should not be recognizable to the victims. Psychological means should help here “to recognize and influence the enemy’s psyche more precisely” in order to “gain knowledge about thoughts or feelings, typical behavior and psychological characteristics of the opponent, the valuable information for his exposure and liquidation, influencing, decomposition and surveillance” to obtain.

Even during interrogations, methods of “operative psychology” were used to “stimulate the willingness of individuals to make statements in the investigation work”. There were also noises and light effects to create insomnia, anxiety or disorientation. In addition, “operational psychology” was used by the management officers when working with unofficial employees (IM) in order to recruit new employees and to build relationships of trust.
Even today, psychosomatic illnesses and post-traumatic stress disorders can often be identified among the victims of decomposition measures based on “operative psychology”. The writer Jürgen Fuchs therefore spoke of “psychosocial crimes” and an “attack on the soul of man”, the psychotherapist Klaus Behnke described these methods as “psychological torture”.

The research association SED-State at the Free University of Berlin was commissioned to investigate the infiltration of the West Berlin police. One reason for this was the discovery of the spies of the West Berlin police officer Karl-Heinz Kurras, who shot the student Benno Ohnesorg in 1967.
Glietsch said that he had learned in June that the Birthler Authority had a collection of 180 volumes that dealt with operations in the West Berlin police that had not yet been systematically researched and evaluated. Wir verzichten darauf, die Klarnamen und die IM-Namen zu nennen, weil es nicht darum geht, die Agenten nun en gros und en détail zwanzig Jahre nach 1989 durch die Stadt zu treiben.

There is only one point: Kurras was not a bizarre isolated case. The policeman served in a real army of agents. He belonged to West Berlin like the anti-communist allotment gardener in Frohnau and the new left FU student in Dahlem. “At the end of the eighties, around 800 to 1,000 West Berliners worked as IM for the Stasi,” says Georg Herbstritt. “That means: Around a quarter of all West IMs that the Stasi had in the Federal Republic were in use in West Berlin.”
We list 90 of them – that is, you have to think of the Stasi infestation in West Berlin ten times as strongly as our city map shows it in order to get a realistic idea of the GDR’s influence in West Berlin. According to research carried out by the All-German Institute, around 20 IM were active in this institution alone; there are five of them on our list.
There were all kinds of agents in all parties – left, far left and of course right. There were stupid and clever, greedy and convinced. Some got hired, others served themselves. There were highly effective IMs like the one at the Senate, which provided the MfS with 35,000 personal data in 1981, via the Senate apparatus, including all employees of the West Berlin constitutional protection agency. And there were sad characters like the social worker that the Stasi wanted to build up as a “perspective IM” in the SPD and who ended up hanging around in front of the Hartmannbund medical association and writing down license plates.

Finally there were the wandering “object observers”, often pensioners from West or East Berlin (only GDR citizens in retirement were allowed to leave). These barefoot IMs were traveling with cameras, notes and pens, probably by the hundreds, to spy on people, duty hours and cars, and whatever else they thought was newsworthy – in front of US barracks, but also in centers of the radical left-wing Kreuzberg milieu, such as the Mehringhof .
If you read their notes, you are inclined to think that the Stasi activity is senseless, even crazy. Reports were carefully typed that the male visitors to the Mehringhof “jeans pants” (here the pensioner jargon of the east reveals) and the female long dresses and skirts.
But then you come across cases of selected malevolence. On the IM, for example, who, as an undogmatic West Linker, should gain the trust of a doctor’s family by day visa when visiting East Berlin. She told him about escape plans and he betrayed them and handed them over to the Stasi. After completing his deed, he retired as IM and was again a normal member of the West Berlin Socialist Unity Party (SEW), an appendix to the SED.

In the 1960s, agents from the GDR, disguised as refugees, were also smuggled to West Berlin. After fulfilling their mission, often in associations of GDR refugees, they disappeared clandestinely through the wall. Some were then presented in East Berlin at press conferences as key witnesses for “neo-Nazi activities” in the West.
And there was another type, the most unlikely of all, who had himself been a victim of the Stasi and who signed his declaration of commitment to the MfS after years in GDR detention. Some broke off after being released to the West. They had apparently signed out of necessity. But there were also those who left the Stasi detention as lifelong Stasi spies.
A prominent case is William Borm, that grand seigneur of the federal FDP and Berlin president of the sixties. He has served the MfS since his imprisonment in Bautzen in the fifties. With moral verve, he played the strategic game of GDR western politics. In the 1970s, he accused his party friend Hans-Dietrich Genscher of pursuing the goal of reunification, which would endanger peace, with his policy of détente. Stasi chief Markus Wolf himself is said to have edited important parliamentary speeches in Borms, such as that as the President of the German Bundestag – that was from 1969 to 1972.

Another prominent case is Dirk Schneider, who tried to influence the German policy of the Alternative List (AL) and the Greens. Entire IM corps were set up on the CDU and SPD: officials, entrepreneurs, MPs, everything included. The areas relevant to power show that the sometimes ridiculous gathering of tons of information by the MfS could not be separated from political influence on the “area of operations”.
What our map does not show is the planning of the MfS for day X of the military conquest of West Berlin. After the Panzerpitzen had met at Sender Freies Berlin, one would have started to set up MfS district offices in all western districts. The MfS majors and lieutenant colonels at the top as well as the MfS staff were determined and were confirmed every year. MfS office in Charlottenburg: Major Z. with 44 men. MfS office in Kreuzberg: Major L. with 41 men. And all of this not in the middle of the Cold War, but in the middle of the highly rhetorical 80s.

A thought about Kurras. Has anyone noticed how closely the historical date of June 2, 1967 was associated with unofficial employees? It wasn’t just Kurra’s shot. A reporter from Morgenpost, IM himself, took a photo of the crime scene known at the time. And Till Meyer, later also IM, co-founded the terrorist movement June 2. Kurra’s shot changed Berlin. And in general it can be said without slipping into wild speculation: When there was a fire in West Berlin, the MfS was there faster than the fire brigade.
Either he had bluffed, mixed up numbers, or the crucial evidence had not yet been sighted. In any case, GDR spy chief Markus Wolf caused plenty of confusion. He boasted: “We are in parliamentary groups in the Bundestag.” At one point, the Stasi definitely prevented the fall of Chancellor Willy Brandt (SPD). Erich Honecker cheered …

April 27, 1972. Willy Brandt is controversial because of his peace policy (relaxation, opening). Members of the social-liberal coalition run over to the factions of the CDU and CSU. Mathematically, the Union now has a majority in the Bundestag. There is a vote of no confidence against Brandt.

The CDU wants to make its group leader Rainer Barzel chancellor. It marks one of the most successful hours of the Stasi. East Berlin is turning the wheel of history, captivating Julius Steiner (CDU, IM “Theodor”) and Leo Wagner (CSU, IM “Löwe”). Both collect 50,000 marks each. There is a scandal in Bonn. In the secret ballot, Barzel does not get the required majority. Only 247 MPs vote for him. Two less than required. Brandt remains Chancellor. And continues his policy on the East, for which he received the Nobel Peace Prize in 1971. Two weeks later, SED Secretary General Honecker is visiting the state visit to Romania. He proudly says: “Shortly before the vote of no confidence was processed, we took certain measures to support the Brandt government. And: “So the grotesque situation has arisen that we had to act as the strongest helpers for the stabilization of Brandt. Then: “We did this because this government is of course more pleasant for us than a government led by Barzel and Franz Josef Strauß.”

Brandt resigns in 1974. The Federal Republic is shaken by its greatest case of espionage. In the Chancellery, intelligence agents unmask top agent Günter Guillaume (47). He is Brandt’s personal advisor, travels a lot with him (also privately), has access to secret files, and takes part in discussions in the narrow circle of political power. Guillaume is also said to have introduced Brandt to women. Investigators suspect that tapes of Brandt’s love nights have landed in East Berlin: “The Chancellor can be blackmailed.” Brandt denies that. Captain Guillaume has been in the service of the Stasi since 1950. He comes from Berlin. At the arrest he says briskly: “I am a citizen of the GDR and her officer. Respect that! ”

Guillaume was exposed by 17-year-old short-wave radio messages from East Berlin, which the BND deciphered. The MfS congratulates his spy on his birthday and sends congratulations on the birth of his son. The court sentenced him to 13 years for treason and his wife Christel (secretary) to 8 years in prison. In 1981 the espionage couple was exchanged. It returns to East Berlin.

How many “IM” are in the Bundestag is unclear. The names of 43 deputies are in the “Rosenholz” files for the period between 1969 and 1972. Many are clueless. West IM “skim” them from their surroundings. According to the Birthler authority, from 1969 to 1972 only three deputies were “willingly and knowingly” Stasi informers. There are no studies of other legislative periods. The Grand Coalition refused to award research contracts in 2007. It is known that Gerhard Fläming (SPD, delivered a thousand documents) and Karl Wienand (SPD) are spies. Among the three IM MPs is William Borm, who chaired the FDP in Berlin from 1960 to 1969. From 1950 he was imprisoned in the GDR for “war and boycott agitation” and was released after his declaration of commitment (IM “Olaf”). Borm meets regularly with Markus Wolf. Crimean sparkling wine flows in the appointments. Wolf’s people write Borm’s speeches in the Bundestag. Top secretary Johanna O. (“Sonja Lüneburg”) sits as secretary in his Bonn office. The MfS even provides Borms secretary. In 1979, the FDP man asked for GDR citizenship to be recognized, he scolded NATO, and campaigned for the peace movement. Before his death in 1987, Borm was not exposed, received the Federal Cross of Merit, an honorary grave in Zehlendorf.

The Stasi bakes smaller rolls in West Berlin than in Bonn. Except for Dirk Schneider (IM “Ludwig”), who rotates from Berlin to the Bundestag from 1983 to 1985 for the Greens and sniffs out the future Foreign Minister Joschka Fischer, there are no really spectacular cases. In the House of Representatives, the SPD MPs Ursula L. (IM “Purzel”) and Bodo T. (IM “Hans”) listen for the MfS. Bodo T. breaks on it. Before the 1995 trial, he committed suicide. The Stasi employs more than 80 agents on the CDU and its ruling Eberhard Diepgen. One is a building contractor and IM “Delphin”, sits for the CDU in BVV Neukölln (Diepgens constituency). In East Berlin, “Delphin” chats about tactical details in the election campaign, Diepgen’s criticism of the federal government, the government’s ideas about meeting Erich Honecker. After the reunification, the espionage proceedings against IM “Delphin” are stopped for a payment of 12,000 marks.
