Dossier Center List
On April 6, 2018, the U.S. Treasury Department imposed new sanctions against 24 Russians, including businessmen and government officials from Vladimir Putin’s inner circle. We believe it would be wrong to rely solely on the opinion of a foreign government. The Dossier Center publishes its own list of possible organizers of the Kremlin OCG and their likely accomplices with brief profiles.

Sergey Prikhodko

    Sergey Eduardovich Prikhodko

First Deputy Chief of Staff of the Executive Office of the Government of the Russian Federation

    Date and place of birth
January 12, 1957, Moscow, RSFSR, USSR
    Citizenship
    Russian Federation
Why is he included in the list
Participation and complicity in the activities of the organized criminal community, established with the purpose of systematically committing particularly dangerous crimes against the foundations of the constitutional system and state security, state power and the interests of the state service, justice, as well as against peace and security.

Based on the information published in the media, Sergei Prikhodko is suspected of unjust enrichment through the acquisition of property whose value obviously exceeds the size of the legal income.

According to Gazeta.ru, Prikhodko owns two plots of land with a total area of nearly three hectares in the Sosny dacha cooperative, where his neighbors include Sergei Neverov, Igor Rudensky, and Vyacheslav Volodin. The value of Prikhodko’s dacha is about 184.5 million rubles, despite the fact that his income at the time of the purchase of land in 2008 and 2011 was 5.3 and 6.8 million rubles, respectively.

According to Newsru.com, Sergei Prikhodko’s wife Natalia is the owner of 50% of the yacht club Farwater, the authorized capital of which was 17.7 million rubles. According to Sergei Prikhodko, the yacht club is a non-profit organization, but the information published on the website shows the opposite. In particular, according to Vedomosti, Farwater was engaged in foreign economic activity. In 2008, Natalia Prikhodko also bought a boat “Atlantis-42,” the approximate value of which is estimated at 320 thousand euros, while according to the declaration, the wife of the Chief of Staff of the Government amounted to only 2.3 million rubles.

    Possible violations of the law
The actions of Sergei Prikhodko may contain indications of the following crimes under the Criminal Code of the Russian Federation:

    • Art. 210 of the Criminal Code “Organization of a criminal association (criminal organization) or participation in it (it)”, i.e. participation in the activities of a criminal association established for the purpose of violent illegal retention of power in violation of the Constitution of the Russian Federation and the systematic commission of other crimes against the government, justice, interests of service and peace.
    • Art. 198 of the Criminal Code of the Russian Federation “Tax evasion”, i.e. evasion of a natural person from paying taxes, fees and (or) a natural person – payer of insurance premiums from payment of insurance premiums.
