Participation and complicity in the activities of the organized criminal community, established for the purpose of systematic commission of especially dangerous crimes, directed against the foundations of the constitutional system and state security, state power and interests of state service, justice, as well as against peace and security.

According to articles in the Russian media, Alexei Dyumin is closely connected both with Putin’s entourage and directly with the president of Russia. Before becoming governor of the Tula region, Dumin was listed as a member of Vladimir Putin’s security service; he also served as deputy head of the presidential security service of the FSO and deputy head of the GRU. Alexei Dumin’s father, Gennady Dumin, was a member of the inner circle of Defense Minister Pavel Grachev in the 1990s, and since 2013 he has been listed as the head of the 4th Directorate of the Main Military Medical Directorate of the Defense Ministry.

Alexei Dumin owns real estate worth many times more than his official income, and the governor has not been audited for possible non-payment of taxes. According to the Russian media, Dumin owns an apartment of 344 square meters and worth approximately 700 million rubles, which is located in close proximity to the buildings of the Ministry of Defense. According to materials from open sources, Alexei Dumin’s brother Artem is listed as the head of the companies Turbo and TPC Prodmarket, which is the sole contractor and developer of the Zaryadye hotel. In addition, Artem Dyumin heads the Olimpiysky sports complex, where his partner is Oleg Golubev, son of Vladimir Putin’s Chief of Staff.   • Art. 353 of the Criminal Code “Planning, preparation, unleashing and waging aggressive war”, including the implementation of aggression against Ukraine, as well as unjustified use of the armed forces of the Russian Federation on the territory of other states.
