Participation and aiding and abetting in the activities of an organized criminal community, established with the purpose of systematically committing particularly dangerous crimes against the foundations of the constitutional order and state security, state power and interests of state service, justice, as well as against peace and security.

At the time when Victoria Abramchenko was Deputy Head of Rosreestr (2011-2012), she oversaw the creation of a software system for the state registration of real estate. After this process, the Accounts Chamber found misuse of funds for 2.5 billion rubles, the total amount of violations amounted to about 24 billion rubles. As a result, Abramchenko abruptly moved from her job at Rosreestr to the Ministry of Agriculture.

According to the media, when the situation with the failures in the UGRN was revealed, Abramchenko allegedly deliberately delayed solving the problem, as she herself was involved in land fraud. During the investigation it was found that in 2015-2017 in the Leningrad region, employees of the regional department of Rosreestr falsified documents establishing the borders of land plots and entered them in the State Cadastre with the specified false information, so that the borders of land plots were transferred (legally) to the borders of settlements and on this basis their status was changed to “land of settlements”. The damage of these thefts is estimated at 43.6 million rubles. Among the property owned by Victoria Abramchenko there are two plots of land, an apartment, “living quarters”, as well as a BMW, Mercedes-Benz and a snowmobile.

Possible violations of the law
The actions of Victoria Valeryevna Abramchenko may contain indications of the following crimes under the Criminal Code of the Russian Federation:

  • Art 210 of the Criminal Code of the Russian Federation “Organization of a criminal community (criminal organization) or participation in it (it)”, i.e. participation in the activities of a criminal community established for the purpose of violent illegal retention of power contrary to the requirements of the Russian Constitution, and the systematic commission of other crimes against the government, justice, interests of service and peace.
  • Art. 285 of the Criminal Code of the RF “Abuse of Office” that is the use by an official of his official powers against the interests of service and with mercenary or other personal interest.
  • Art. 158 of the Criminal Code of the RF “Theft”, i.e. secret theft of another person’s property. The object of theft is state property.
