Participation and complicity in the activities of the organized criminal community, established with the purpose of systematically committing particularly dangerous crimes against the foundations of the constitutional order and state security, state power and interests of state service, justice, as well as against peace and security.
According to the information published in open sources, Alexei Valeryevich Shaposhnikov is suspected of corruption and using his official position to give privileges to individuals on the basis of personal relations to the detriment of state interests.
According to MBH Media, since 2016, contracts for the protection of the Moscow City Council have been received by the security company Alfa-M LLC, affiliated with Shaposhnikov. The company is owned by businessman Dmitry Nikonov, who was Shaposhnikov’s partner in the regional public organization Association of Polygraphologists. In addition, the PSC is registered at the same address as the company “Your Consulting”, which belongs to the chairman of the Moscow City Duma and is under the trust management of his father – Valery Shaposhnikov.
In 2019, FBK told about Alexei Shaposhnikov’s penthouse worth about 95 million rubles – the apartment of 269.5 square meters is located on two floors of the house on Zoologicheskaya Street in the Presnensky district of Moscow.
According to the results of 2019, Shaposhnikov became the richest deputy of the Moscow parliament – compared to 2018, his income increased 79 times and reached 1.9 billion rubles. Shaposhnikov attributed the increase in income to the sale of 100% of the shares of Severyanin JSC, which he headed before his election to the Moscow City Duma. According to “Open Media”, the purchase-sale transaction took place after the factory territory “Severyanin” in an industrial zone in the Northeast of Moscow received a new status – it passed from an industrial zone into an apartment building. At the same time the main income for Shaposhnikov brought the increased price of the land: in 2012 “Severyanin” bought the territory from Moscow at a preferential price for 25 million rubles, and in 2018 sold plots with a cadastral value of over 1,6 billion rubles. At the end of 2020, Shaposhnikov was again the richest official of the Moscow City Council.
In 2020, the FBC checked the declaration of Shaposhnikov for 2018 and found its inconsistency with the real income of the deputy. According to the investigation, in 2018, Shaposhnikov contributed 870 million rubles from his personal account in VTB to the share capital of his company “Your Consulting” LLC, although he declared only 24.5 million rubles in 2018. Thus, Shaposhnikov did not declare the multi-million rubles he had contributed to the authorized capital of Vash Konsulting LLC.
In addition, Open Media found out that back in 2004, Alexei Shaposhnikov and his sister Natalia on an unknown basis received free of charge two apartments from the city of Moscow – 37.4 square meters in the North Izmailovo district and 88 square meters in the Schukino district. This happened six months after their father, Valery Shaposhnikov, became a deputy of the Moscow City Duma of the 4th convocation.
According to video footage from a December 26, 2018 Moscow City Duma meeting, Shaposhnikov acknowledged the results of the vote on the bill to amend Article 8.14 of the Moscow Administrative Code, despite a discrepancy between the number of deputies in the room and the number who voted – the scoreboard reported 36 who voted, while 26 people were present in the room. Even after MP Elena Shuvalova pointed out the error, the chairman of the Moscow City Duma said that he fully trusted the current system for counting votes.
According to First Anti-Corruption Media, LLC “Media Digital IT” owned by Anastasia Yushina, an acquaintance of Shaposhnikov, MGIMO student, won the auction of the Moscow City Duma to monitor the blogosphere for 20 million rubles (the losing bidder was her parents’ company LLC “Ast-Reclama”). Yushina’s company would monitor publications on Moscow issues by 1,200 influential bloggers, more than 600 federal-level Internet resources, as well as 1,000 regional Internet resources.
Possible violations of the law
The actions of Alexei Valeryevich Shaposhnikov may contain indications of the following crimes under the Criminal Code of the Russian Federation:
- Art. 210 of the Criminal Code of the Russian Federation “Organization of a criminal community (criminal organization) or participation in it (it)”, i.e. participation in the activities of a criminal community established for the purpose of violent illegal retention of power contrary to the requirements of the Russian Constitution and the systematic commission of other crimes against the government, justice, interests of service and peace.
- Art. 286 of the Criminal Code of the Russian Federation “Exceeding official authority,” that is, the commission by an official of actions clearly going beyond his authority and resulting in a significant violation of the rights and legitimate interests of citizens, as well as the legitimate interests of society and the state.
