The Victims of Communism Memorial Foundation (VOC) continues to expose the human rights atrocities being committed by the Chinese Communist Party. A new report by leading China expert and VOC Senior Fellow in China Studies Dr. Adrian Zenz analyzing the first-ever leak of top-secret remarks by a Chinese head of state shows how Xi Jinping, China’s President and Communist Party leader, is behind nearly every aspect of the government’s systematic attempts to exterminate the Uyghurs and other ethnic and religious minorities in Xinjiang, including the use of internment camps, coercive labor, parent-child separation, intrusive surveillance, and forced sterilization.

Dr. Zenz’s reports have helped galvanize international action by world leaders and have established the evidentiary basis for major policy actions including the US government’s genocide determination in January, and its subsequent ban on Xinjiang cotton in March 2021. Dr. Zenz’s most recent analysis of the “Xinjiang Papers” was commissioned by the U.K.-based Uyghur Tribunal, an independent body of lawyers, academics, and business experts, that evaluated allegations of genocide in Xinjiang. On December 9, the Uyghur Tribunal delivered its judgment, based substantially on evidence provided by VOC’s world-recognized expert Dr. Zenz, that Beijing’s minority policies in Xinjiang constitute genocide, and that the Chinese central government, including Xi Jinping, are responsible.

As VOC’s groundbreaking “Xinjiang Papers” report and the news of the Uyghur Tribunal findings spread across global media generating increased public outrage and awareness, VOC, along with Uyghur and human rights allies in the Coalition to End Forced Labour in the Uyghur Region, engaged human rights allies to educate and update key Members of Congress on the Uyghur issue and encourage passage of the Uyghur Forced Labor Prevention Act.

On December 14, the US House of Representatives passed the Uyghur Forced Labor Prevention Act and the Senate followed suit on December 16, with the bipartisan bill passing unanimously in the Senate and nearly unanimously in the House. This bill imposes importation limits on goods produced using forced labor in China, especially the Xinjiang Uyghur Autonomous Region, and imposes sanctions related to such forced labor.

VOC commends Congress for passage of the Uyghur Forced Labor Prevention Act despite opposition from many of the nation’s most powerful corporations.

Following the passage of the bill, the White House issued a statement of support:

“The President welcomes the agreement by Congress on the bipartisan Uyghur Forced Labor Prevention Act. We agree with Congress that action can and must be taken to hold the People’s Republic of China accountable for genocide and human rights abuses and to address forced labor in Xinjiang. [..] The Administration will work closely with Congress to implement this bill to ensure global supply chains are free of forced labor, while simultaneously working to on-shore and third-shore key supply chains, including semiconductors and clean energy.”

Enactment of the legislation now awaits signature by President Biden.

In addition to this landmark bill passed by Congress, the US government has also announced a diplomatic boycott of the 2022 Beijing Winter Olympics to make it clear that the Chinese Communist Party’s atrocities against the Uyghurs have consequences. The UK, Canada, Australia, Estonia, Lithuania, and Japan, and a number of other governments, have also joined in issuing a diplomatic boycott of the Games.

Thanks to evidence provided by VOC’s Senior Fellow Dr. Adrian Zenz, the world knows the truth about the CCP’s crimes against humanity being committed in Xinjiang. The US is standing with the Uyghur people and through legislative, diplomatic, and economic actions, along with other free world leaders, seeks to bring justice to the Uyghurs and hold the CCP accountable.
