CHINA has made a harrowing declaration that it “welcomes” the Taliban with open arms as the new regime in Afghanistan and “wishes to develop good relations” with them moving forward. Speaking at a news conference on Monday, Chinese foreign ministry spokeswoman Hua Chunying announced China’s full support of the Taliban as the militants take control of Afghanistan.
The United States has regained control of Kabul airport in Afghanistan – after days of chaos. Flights evacuating diplomats and civilians have resumed in Kabul –after seven people were reportedly killed at the airport, trying to flee.
CHINA has taken advantage of the world’s current focus on Afghanistan to launch a series of intimidating military drills close to Taiwan, with warships and fighter jets exercising off the southwest and southeast of the island, in a move Beijing said had been prompted by “external interference” and “provocations”.

“We did our best by building an economy, training their security forces, giving them the chance to have some longevity but none of us could have imagined what a challenging task it was trying to build an Afghan national army and an Afghan national police. “We gave the people of Afghanistan every chance to live under a different regime in a democracy but in the end apparently they just didn’t want it enough and certainly the Afghan national army was not as sufficiently prepared to fight for it.”

Dr Shanahan said the Afghan military “either wouldn’t or couldn’t defend their territory” and no amount of international intervention could fix it.
“If, after 20 years, you can’t build a national defence force that’s capable of willing to defend territory where they outnumber or outgun the opposition then it’s not going to be achieved in 25 or 30 or 35 years,” he said.

The price confirms what Reuters has reported in past months. Many media reported instead a lower number based on a document with partial prices briefly published on Twitter by a Belgian politician, who later deleted the tweet.
The Belgian document, which included prices also for other jabs booked by the EU, fuelled the theory that the EU was facing delays in its vaccine supplies because it had paid too little.
That was despite the AstraZeneca contract leaked in February that showed the price for that shot was higher than what was reported in the Belgian document.

Authorities held a secret meeting last week to discuss contingency plans in the event of Pyongyang launching a deadly missile at the US islands.
North Korean dictator Kim Jong-un has threatened to drop a hydrogen bomb over the Pacific Ocean amid fears Pyongyang has developed a nuclear missile capable of reaching Hawaii.
A document shared at the private talks, and obtained by local paper Honolulu Civil Beat, featured chapter headings such as “Enhance missile launch notification process between U.S. Pacific Command and the State Warning Point.”
The US state, in the middle of the Pacific Ocean, will also begin testing a warning siren system in November, giving residents between 12 and 15 minutes to take refuge.
Resident wil then be advised to stay indoors for 72 hours after an attack.
State representative Gene Ward told the Washington Post: “Now it’s time to take it seriously.”
He said the plan was “not to be an alarmist but to be informing people.”
Mr Ward said the meeting last week was held in private because officials did not want to worry residents.
He also said talk of bunkers and fallout shelters was “probably more surreal for younger generations” with no experience of a realistic nuclear threat.
But Hawaiians are apparently taking the news in their stride, and carrying on with their daily lives.
Residents are used to disaster warnings, living in an area prone to hurricanes and tsunamis.
Survival guidelines for those scenarios are similar to the ones being issued for a nuclear attack – instead of seven days worth of food, water and medical supplies, residents are advised to double it.
The document distrubted at last week’s meeting suggested that around 90 per cent of the Hawaiian population would survive a nuclear attack by North Korea, based on the estimated yield of North Korea’s missile capability, which suggests an explosion less than eight miles in diameter.
It comes as America’s top military officer said despite an escalation in rhetoric between the US and North Korea, he had not seen Pyongyang change it’s military posture.
Marine General Joseph Dunford, chairman of the military’s Joint Chiefs of Staff, told a Senate Armed Services Committee hearing for his reappointment: “While the political space is clearly very charged right now, we haven’t seen a change in the posture of North Korean forces and we watch that very closely.

With U.S. President Donald Trump and North Korean leader Kim Jong Un trading insults and threatening war, California officials are taking the threat of nuclear exchange seriously.
Noting the heightened North Korean threat, the Los Angeles-area Joint Regional Intelligence Center issued a bulletin last month warning that a nuclear attack on Southern California would be “catastrophic” and urged officials in the region to shore up their nuclear attack response plans.

The 16-page “Nuclear Attack Response Considerations” bulletin is dated Aug. 16 and marked for “official use only.” It was circulated last month to Los Angeles-area local, state, and federal agency personnel and also throughout the Department of Homeland Security and other federal agencies across the country.
The idea behind the unclassified report was to share planning and guidance with as wide a distribution as possible, according to two officials involved in responding to a nuclear strike and who received the bulletin. Many agencies are involved in responding to an attack and are often staffed with personnel without access to classified information.
DHS did not respond to requests for comment.
Much of the information in the report is based on well-known facts about the effects of a nuclear blast, including the effects of radiation, the possibly of an electromagnetic pulse disabling communications, and the destructive effects of the initial blast on human life and infrastructure.
Citing figures from the Rand Corp., the report says a nuclear blast at the Long Beach Port could cause more than $1 trillion in damage, including loss of life and destruction of homes and infrastructure.
In a section on “radiation protection basics,” the report offers a primer on what to do during a nuclear attack. “Lie face down and place hands under the body to protect exposed skin,” it recommends. “Remain flat until the heat and shock waves have passed.”
There are also sections explaining the basic mechanisms of a nuclear blast as it occurs and discussion of specific things expected to happen in the event of a nuclear attack that should be considered and prepared for in advance.
It also warns of the difficulties government authorities would likely encounter in dealing with the aftermath of a blast. The public will need to evacuate, the report says, but with “limited understanding of radiation risks, they will experience high anxiety and may be non-compliant.”

“The consequences of a nuclear attack in Southern California would be catastrophic,” the report says. “Nonetheless, government entities and first responders are expected to remain operational to preserve human life, maintain order, and aid in the recovery process.”
The report, which is largely directed at local, state, and federal agencies and first responders located in the Los Angeles region, notes that the federal government will likely be of limited help immediately after a nuclear blast.
“[T]here will be no significant federal assistance at the scene for 24-72 hours following the attack,” the bulletin says.

“Most of the US national security establishment accepted that any preventative strike aimed at North Korean nuclear facilities could trigger devastating reprisals against South Korea, Seoul in particular, and US bases in the region. US strike against a Syrian base was also being seen as a warning to North Korea.”

Reports claim that the difficult situation escalated after North Korea refused to obey UN resolutions banning it from developing ballistic missile technology. After that, the Korean nation did another test-launch during Trump’s summit with Xi Jinping in Florida.
Chinese authorities report
The Chinese Foreign officials have ruled down the claims that Beijing has situated 150,000 troops to its border with North Korea. Hua Chunying told reporters that she was uniformed of any mobilization by the People’s Liberation Army along the 880-mile border with North Korea and also claimed such reports are false.
She added that China was very closely following developments on the Korean peninsula.

Der frühere Präsident des 1. FC Magdeburg und langjährige Sportrichter, Ulrich Kammrad, war in der DDR inoffizieller Mitarbeiter der Staatssicherheit. Das berichtet am Freitag das Magazin “Focus”. Kammrad räumte laut “Focus” seine IM-Vergangenheit ein. Sein Amt als Sportrichter beim Fußballverband Sachsen-Anhalt (FSA) legte er inzwischen nieder.
1976 hatte Kammrad das Präsidentenamt beim DDR-Oberligisten 1. FC Magdeburg übernommen. Im selben Jahr verpflichtete er sich laut “Focus” als IM. Präsident des Clubs blieb er bis 1981. Als IM hat er dem Magazin zufolge über Spieler und Trainer berichtet, die aus Sicht der Stasi als unzuverlässig galten. Kammrad sagte dem “Focus”, er bereue seine Vergangenheit nicht. Er habe eine Aufgabe gehabt und die habe er erfüllt. Ihm sei es darum gegangen, seinen Club vor dem “Klassenfeind” zu schützen.
Der Landesfußballverband zeigte sich überrascht. FSA-Sprecher Volkmar Volkmar Laube sagte MDR SACHSEN-ANHALT, Kammrad habe ehrenamtlich als Sportrichter für den Verband gearbeitet. Der 76-Jährige hat aber bei der planmäßigen Tagung der Sportrichter in Bülstringen vergangene Woche seinen Rücktritt aus dem Sportgericht bekanntgegeben und scheidet zum Monatsende aus. Laube weiter: “Durch den Fokus sind wir erst mit der Stasi-Vergangenheit konfrontiert worden. Im Moment steht der Verdacht im Raum. Daher können wir keine abschließend Aussage tätigen.”

Der erste Band über das Forschungsthema “Der Rat des Bezirkes Magdeburg und das MfS” (erschienen 2013) befasste sich mit den Vorsitzenden des Rates, wobei nachgewiesen wurde, dass sich zum Beispiel der letzte Ratsvorsitzende sogar zweimal als Stasi-Spitzel verpflichtet hatte und der Geheimpolizei alle Türen und Möglichkeiten offenhielt. Im Band 2 wird damit begonnen, Mitarbeiter einzelner Bereiche, unabhängig von ihrer Dienststellung, unter die Lupe zu nehmen.
“Das Erschütternde an der Sache ist”, sagt Autor Ulrich Mielke, der in Zusammenarbeit mit dem Dokumentationszentrum des Bürgerkomitees Magdeburg die Stasi-Akten auswertet, “dass wir die Aufarbeitung der Stasi-Verstrickungen im Rat des Bezirkes völlig unterschätzt haben.” Gedacht worden sei an zwei Bände. Aber schon jetzt lägen die Akten von mindestens 200 IM vor. “Die Fülle von Stasi-Spitzeln ist unfassbar”, so der 75-Jährige, der vor mehr als 20 Jahren mit der Stasi-Aufarbeitung im Gesundheits- und Sozialwesen des Bezirkes Magdeburg begonnen und darüber schon 20 Bände veröffentlicht hat.
Mielke enttarnte Spitzel Harry Richter Im Rat des Bezirkes konnte kein Mitarbeiter selbst vor den engsten Kollegen sicher sein. Ein Beispiel dafür war der letzte 1. Stellvertreter des Vorsitzenden, der als IM “Rolf Berger” zwischen 1972 und 1989 ein fleißiger Spitzel war, auch nicht vor seinem Chef halt machte. Ab 1985 berichtete er mehrfach über den Ratsvorsitzenden an das MfS, der ja, siehe oben, als IM “Hans Richter” selbst eine Spitzelkarriere hinter sich hatte.
Auf der Grundlage der Stasi-Akten aus der Außenstelle Magdeburg der Bundesbehörde für die Stasi-Unterlagen (BStU) dokumentiert Mielke das Wirken von 32 Informanten und enttarnt auch den Führungs-IM “Harry Richter”, der mehrere IM im Rat führte, aber während seiner Tätigkeit dort nicht beschäftigt war.
Zu den Spitzeln gehörte IM “Dieter Albrecht”, der 31 Jahre für das MfS bis Ende 1989 “diszipliniert und verantwortungsbewusst” über Kollegen berichtete. Der IM “Alge” zeigte ebenfalls keinerlei Zurückhaltung bei Auskünften über Kollegen. Zu seinem ständigen Auftrag gehörte die Beschaffung von Schreibmaschinenvergleichsmustern aus dem Rat. IM “Friedrich” spitzelte 29 Jahre in “unterschiedlicher Intensität” und wurde dafür mit dem Vaterländischen Verdienstorden ausgezeichnet. IM “Paula” war Kaderleiter im Rat und wurde in dieser Schlüsselfunktion “zur Absicherung des Bereiches sowie anstehender Kaderprobleme” genutzt. Auch er stand 30 Jahre lang auf der Liste der Stasi.
Tarnung als Rat des Bezirkes Mit seiner Forschungsarbeit enttarnt Mielke zum einen namentlich die inoffiziellen Zuträger. Zum anderen macht er deutlich, wie der Rat des Bezirkes, also die gewählte Bezirksregierung, durchdrungen war von hauptamtlichen Mitarbeitern des MfS, die entweder als Offiziere im besonderen Einsatz (OibE) tätig waren oder mit einem Angestelltenposten versorgt wurden. Dazu zählte der Führungs-IM “Werner Lorenz”.
Nach zehnjähriger Arbeit als MfS-Angehöriger war er als Hauptmann aus disziplinarischen Gründen entpflichtet und als Beauftragter für die Zivilverteidigung (ZV) im Bereich Volksbildung installiert worden. Er führte 20 IM und kassierte dafür zwischen 1983 und 1987 neben seinem Gehalt rund 22.000 Mark. 1986 wurde der gelernte Gärtner sogar zum Studienrat ernannt. Mielke: “Welch ein Aberwitz.” Die Stasi-Offiziere erhielten Ausweispapiere, die sie als Angehörige des Rates des Bezirkes auswiesen. So wurde bei bestimmten Einsätzen ihre MfS-Zugehörigkeit verschleiert.
IM “Günther Schröder” arbeitete von 1971 bis 1976 hauptamtlich für das MfS und war vorrangig als “Werber” in Westdeutschland eingesetzt. Als dort wahrscheinlich die Spionageabwehr auf ihn aufmerksam wurde, ging seine Spionagetätigkeit zu Ende. Er wurde vom MfS entpflichtet und als Leiter des Bereichs Internationale Beziehungen im Rat des Bezirkes eingesetzt, wo er weiter für die Stasi inoffiziell tätig war. Da er als Spion mehr verdient hatte, zahlte das MfS ihm monatlich einen Ausgleich zum Gehalt von 200 Mark.
Fanatischer Stasi-Offizier Ralf Ludwig Unter den IM spielte “Ralf Ludwig” eine besondere Rolle. Er war von 1976 bis 1981 Kaderinstrukteur im Rat des Bezirkes und galt für die Stasi als “äußerst zuverlässiger inoffizieller Mitarbeiter”. Deshalb wurde er hauptamtlicher MfS-Offizier.
Für Mielke schließt sich mit ihm ein Kreis, denn als Führungsoffizier war der 1947 geborene Hauptmann für die Medizinische Akademie zuständig. “Für die MAM war er ein gefährlicher, fanatischer Stasi-Offizier”, schreibt Mielke. “Es besteht der Verdacht, dass er mutmaßlich Ende 1989 eifrig Akten vernichtete.”

Der Deutsche Bundestag hat der Staatsministerin für Kultur und Medien eine Petition überwiesen, die die Entlassung ehemaliger Mitarbeiter des Ministeriums für Staatssicherheit der ehemaligen DDR aus den Diensten des Bundesbeauftragten für die Unterlagen des Staatssicherheitsdienstes fordert. Dazu erklären der Vorsitzende der Arbeitsgruppe Petitionen der CDU/CSU-Bundestagsfraktion, Günter Baumann, und der Obmann der Arbeitsgruppe, Andreas Mattfeldt:
“Es ist ein unerträglicher Zustand, wenn 25 Jahre nach der Wiedervereinigung Mitbürgerinnen und Mitbürger ihre Stasi-Unterlagen einsehen wollen und damit rechnen müssen, ihren damaligen Peinigern erneut zu begegnen. Hier muss Abhilfe geschaffen werden. Der Unionsfraktion ist es wichtig, mit diesem Beschluss Roland Jahn in seinen Bestrebungen zu unterstützen, diese Personen aus den Diensten der Stasi-Unterlagen-Behörde zu entlassen. CDU und CSU stehen klar auf der Seite der Opfer der SED-Diktatur.
Derzeit stehen noch 19 ehemalige Mitarbeiter des Ministeriums für Staatssicherheit in Diensten des Bundesbeauftragten für die Unterlagen des Staatssicherheitsdienstes der ehemaligen DDR. Ende 2011 hatte der Deutsche Bundestag im Kontext der 8. Novellierung des Stasi-Unterlagen-Gesetzes geregelt, dass die betreffenden Mitarbeiter zu entlassen bzw. zu versetzen sind. Mit diesem Beschluss soll ein parlamentarisches Signal gesetzt werden, die gesetzliche Vorgabe konsequent in die Realität umzusetzen.”

Traurig sei das alles, sagt Klaus Roßmeier. Dann formuliert der Sozialdemokrat, Jahrgang 1936, einen Satz, der ihm nur schwer über die Lippen kommt: “Ich überlege, aus meiner Partei auszutreten.” Roßmeier steht im “Tivoli” im thüringischen Gotha; im Jahre 1875 konstituierte sich hier die Sozialistische Arbeiterpartei Deutschlands – die unmittelbare Vorgängerin der SPD.
Geschichte atmet der Saal, an große Stunden erinnert die Ausstellung. Roßmeier ist hier oft zu Gast, er wohnt in Gotha, zwei Jahrzehnte lang saß er im Stadtrat, erst kürzlich wurde er geehrt von der SPD. In der DDR gehörte der freundliche Herr mit den wachen Augen keiner Partei an, die Blockparteien waren für ihn keinen Deut besser als die SED. Der Sozialdemokratie in der DDR trat Roßmeier kurz nach ihrer Gründung 1989 bei. Als Willy Brandt am 27. Januar 1990 im “Tivoli” redete, hörte er zu.
Diese schönen Zeiten liegen für Roßmeier weit zurück. Heute, wenige Tage vor der thüringischen Landtagswahl, fürchtet er, dass seine Partei eine Koalition mit der Linken bilden wird. Die Linke, das ist für ihn die alte SED. Sollten SPD und Linke deren Spitzenkandidaten Bodo Ramelow zum Ministerpräsidenten wählen, dann will Roßmeier sein Parteibuch zurückgeben. Ziemlich genau ein Vierteljahrhundert nachdem er der jungen, kleinen, historisch unbelasteten Sozialdemokratie beigetreten war.
Wie Roßmeier denkt mancher seiner Parteifreunde. Dabei haben Berliner SPD-Politiker die erste rot-rote Koalition unter Führung der Linken längst eingepreist. Umfragen sehen die SPD bei nur 19 Prozent, weit hinter CDU und Linken – wie bei der Landtagswahl vor fünf Jahren.
“Allein der Landesverband entscheidet”, lautet die inzwischen gut geübte Floskel von SPD-Generalsekretärin Yasmin Fahimi. Spitzenkandidatin Heike Taubert und der SPD-Landesvorstand lassen die Koalitionsfrage offen, wollen den eigenen Preis in die Höhe treiben, wo schon die Umfragewerte nicht steigen. An der Basis der thüringischen SPD aber gärt es. Seit 2009 regiert sie mit der CDU. Der in Berlin längst erwartete Partnertausch von CDU zur Linken aber ist mitnichten eine sichere Sache.
In manchem Sozialdemokraten zwischen Eisenach und Gera schlagen dabei zwei Herzen: Von der sich als Staatspartei gerierenden CDU fühlen sich die Sozialdemokraten mies behandelt. Außerdem wirft die SPD Ministerpräsidentin Christine Lieberknecht mangelnden Mut und geringen Rückhalt in der eigenen Partei vor. Wichtige Projekte, wie die als dringend erachtete Gebietsreform, ließen sich viel besser mit den Linken durchsetzen. Mit deren pragmatischen Kommunalpolitikern arbeitet man längst gut zusammen.
“Stasi-Spitzel kokettieren mit ihrer Vergangenheit”
Innerhalb der SPD hängt die Sicht auf die Linken oft vom Lebensalter der Akteure und der Geografie ab: Die Jusos favorisieren ein rot-rotes Bündnis, während viele Ältere skeptisch sind. An der ehemals innerdeutschen Grenze wird der laxe Umgang der Linken mit ihrer Geschichte stärker bemängelt als im weiter östlichen Gera oder Jena. Die Gegner einer Annäherung an die Linken beklagen vor allem, dass mit Frank Kuschel und Ina Leukefeld zwei ehemalige Stasi-Mitarbeiter für die Linke im Landtag sitzen. Beide zeigen bis heute nach Auffassung vieler in der SPD keinerlei Reue – sondern kokettieren vielmehr mit ihrer Geheimdienst-Vergangenheit.
“Keiner von denen sagt, er habe etwas falsch gemacht. Um Verzeihung haben Kuschel und Leukefeld nie gebeten”, klagt Sozialdemokrat Roßmeier. “Diese Leute haben im Parlament nichts zu suchen.” Gabriele Reichstein steht neben Roßmeier im “Tivoli”, und nickt mit dem Kopf. Reichstein, ehemalige Vorsitzende der SPD in Gotha, gehört ebenfalls zu den Leuten der ersten Stunde. “Ich kann mir nicht vorstellen, dass die SPD irgendeinen Linken in das Ministerpräsidentenamt hebt”, sagt Reichstein. “Die Linke hat ihre Vergangenheit nicht aufgearbeitet.
Dass die beiden Ex-Stasi-Mitarbeiter Kuschel und Leukefeld in der Linke-Fraktion sitzen, provoziert die Gründergeneration der Ost-SPD. Deren Protagonisten hatten im Herbst 1989 mit allerhand Mut Demonstrationen gegen SED und Stasi organisiert, Transparente gemalt und an Friedensgebeten teilgenommen. Sie stellten sich gegen das System. Leukefeld und Kuschel repräsentieren dieses System, bis heute. Die Linke habe ihre Vergangenheit aufzuarbeiten, ist in der SPD seit jeher zu hören. Dass aber die Linken ihre MfS-Spitzel gar mit den aussichtsreichen Listenplätzen sieben und acht belohnt haben, begreifen die Sozialdemokraten als Schlag ins Gesicht aller Demokraten.
Koalitionsfrage in SPD “hoch umstritten”
Matthias Hey eilt in diesen Tagen von Empfang zu Empfang, von Infostand zu Podiumsdiskussion. Der 44-jährige Vorsitzende der SPD in Gotha will sein hier errungenes Direktmandat für die SPD verteidigen.
Wie gespalten seine Partei auf die linke Konkurrenz blickt, bestreitet er nicht: “Hoch umstritten” sei in den eigenen Reihen eine Koalition mit den (vermutlich prozentual stärkeren) Linken. Im Ortsverein Gotha würden “sich jeweils 50 Prozent unserer Mitglieder für und gegen ein solches Bündnis stellen”.
Eisenach ist, neben Gotha, noch so ein Erinnerungsort für die SPD. Im “Goldenen Löwen” wurde 1869 die Sozialdemokratische Arbeiterpartei gegründet. “Ich habe mir in der DDR nie träumen lassen, dass ich dieses Haus einmal als Mitglied der SPD betreten kann”, sagt Wolfgang Schenk. Der pensionierte evangelische Pfarrer führt Gruppen durch das Lutherhaus – und durch den “Goldenen Löwen”.
In der Pilgerstätte der SPD findet Schenk lutherisch klare Worte. “Ich zittere”, sagt der 77-Jährige. “Ich habe Angst, dass Stasi-Kuschel mit der Linken die Macht ergreift.” Ex-Stasi-Mann Kuschel habe in der DDR Ausreisewilligen das Leben schwer gemacht. Er arbeite bis heute fleißig, nassforsch und aggressiv – “gelernt ist gelernt”. In einer rot-roten Regierung könne Kuschel Innenminister werden, fürchtet Schenk, “auch wenn Herr Ramelow das ausschließt”.
“Ich bin der Herr Sandmann von der SPD”
Mehr als vier Jahrzehnte jünger als Schenk ist seine Eisenacher Parteifreundin Heidrun Sachse, sie kandidiert erstmals für den Landtag. Sachse war elf Jahre alt, als die Mauer fiel, und doch weiß die junge, kluge Frau um die Empfindlichkeiten in ihrer Partei. “Herr Ramelow polarisiert”, sagt Sachse, aber noch mehr gelte das für Kuschel und Leukefeld, “die kein selbstkritisches Wort zu ihrer Stasi-Vergangenheit finden”.
Es reiche nicht aus, diese Arbeit für die Stasi zuzugeben. “Die Bitte um Entschuldigung bei den vielen Opfern der Stasi ist das Mindeste, was von diesen Linke-Politikern zu erwarten ist”, sagt Heidrun Sachse. Sie will nicht missverstanden werden, betrachtet auch eine Koalition mit der CDU kritisch. Und doch sind es sehr grundsätzliche Worte, mit denen sie die Linken kritisiert: “Kuschel und Leukefeld stehen für das alte System von SED und Stasi. Wir Sozialdemokraten sind gegen dieses System auf die Straße gegangen und sind froh, dass es überwunden ist.” Ramelows Versprechen, seine einstigen Stasi-Leute bekämen unter ihm kein Regierungsamt, könne “die SPD nicht zufriedenstellen”.
Plakativ formuliert Stefan Sandmann seinen Protest gegen die Linken. Er wendet sich gegen jede rot-rote Zusammenarbeit. Sandmann, Vorsitzender der SPD in Ilmenau, kandidiert ebenfalls für den Landtag. Als kürzlich Linke-Spitzenmann Ramelow auf einer Kundgebung redete, begab sich Sandmann mit einem Transparent unter die Zuhörer.
Darauf war zu lesen: “Achtung, Bürger! Die Kommunisten wechseln manchmal den Namen, aber nie ihr Ziel: Die Abschaffung unserer Demokratie. Nie wieder SED-Diktatur!” Ob er “lebensmüde” sei, hätten ihn Antifa-Aktivisten gefragt, berichtet der 35-jährige Unternehmensberater. “Ich habe geantwortet, ich sei nicht lebensmüde, sondern der Herr Sandmann von der SPD!” In dieser Woche, bei einer Rede von Linke-Bundestagsfraktionsvize Sahra Wagenknecht, zog Sandmann wieder mit seinem Transparent los.
Bei so viel internem Widerstand hat es SPD-Spitzenkandidatin Taubert nicht leicht. Wie bloß soll sie nach der Wahl am 14. September agieren? Vor fünf Jahren hatte sie sich noch gegen eine rot-rot-grüne Regierung gewandt, nun lässt sie ein solches Modell (auch ohne die Grünen) möglich erscheinen.
Taubert will Mitglieder befragen
Dabei ist Taubert weit davon entfernt, den “real existierenden Sozialismus” schönzureden. Als Neunjährige erlebte sie während des Sommerurlaubs 1968 in der Tschechoslowakei die sowjetische Militäroffensive gegen den Prager Frühling. “Die DDR war ein Unrechtsstaat”, sagt Taubert heute. “Dem SED-System weine ich keine Träne nach. Meine Familie und ich haben uns über das Ende der Mauer und die 1989 gewonnene Freiheit gefreut.”
Ein “konstruktives Miteinander” verbinde sie mit Ministerpräsidentin Lieberknecht, sagt Sozialministerin Taubert. Zu Ramelow habe sie ein “konstruktives Arbeitsverhältnis”. Das klingt nach Äquidistanz. Noch. Weiter so mit der CDU – oder ein Aufbruch zur Linken?
Nach der Wahl werden Taubert und der SPD-Landesvorsitzende Christoph Matschie Farbe bekennen müssen. Taubert fasst schon jetzt ein Modell ins Auge, mit dem sie um eine harte Entscheidung herumkommt. Sie will ihre 4500 Parteifreunde konsultieren. “Nach der Wahl sondieren wir gern mit zwei – oder drei – Parteien”, sagt Taubert. “Danach sollten wir unsere Mitglieder befragen. Sie sollen entscheiden, in welche Richtung wir gehen.”

Ein ehemaliger MfS-Mitarbeiter, der bei der Stasi-Unterlagenbehörde beschäftigt ist, wollte sich per Eilantrag gegen seine Versetzung wehren – und ist vorerst gescheitert. Das Berliner Arbeitsgericht erkannte die Eilbedürftigkeit seines Antrags nicht an. Es entschied damit aber nicht über seine Versetzung.
Ein ehemaliger Wachmann der Stasiunterlagenbehörde kann sich seines Arbeitsortes nach wie vor nicht sicher sein: Der Ex-Stasi-Mitarbeiter hatte versucht mit einem Eilantrag gegen seine Versetzung zum Bundesverwaltungsamt vorzugehen. Das Berliner Arbeitsgericht konnte aber keine Eilbedürftigkeit erkennen. Die Richter entschieden noch nicht über seine Versetzung an sich, die der Kläger für unzumutbar hält. Das Urteil ist noch nicht rechtskräftig.
Weitere Verhandlungen von Ex-Stasi-Mitarbeitern stehen an
Nach der Wiedervereinigung hatte die damals noch vom jetzigen Bundespräsidenten Joachim Gauck geleitete Behörde ehemalige Stasi-Mitarbeiter eingestellt, um deren Kenntnisse des DDR-Geheimdienstes zu nutzen. Nach dem Stasi-Unterlagen-Gesetz sollen sie nach und nach in andere Bundesbehörden versetzt werden. Weitere Verhandlungen gegen die Versetzung aus der Jahn-Behörde stehen laut Arbeitsgericht in den kommenden Wochen an. Wie viele genau konnte ein Gerichtssprechernoch nicht sagen. Derzeit arbeiten noch 33 ehemalige MfS-Mitarbeiter in der Jahn-Behörde.

Dies empfiehlt die Enquetekommision zu den Folgen der SED-Diktatur, die ihren Abschlussbericht am Freitag an Landtagspräsident Gunter Fritsch übergibt.

Fast vier Jahre lang hatte sich das Gremium von Abgeordneten und Wissenschaftlern mit mehr als 30 Gutachten beraten sowie über 80 Sachverständige und Zeitzeugen angehört. Das Gremium wurde nach Bekanntwerden von Stasi-Fällen in der Linksfraktion im Juni 2010 von der Opposition durchgesetzt. Nach anfänglich sehr kontroversen Diskussionen verabschiedete die Kommission den rund 400 Seiten starken Abschlussbericht im Februar fast einmütig.
Einzig der Historiker Helmut Müller-Enbergs gab zum Schluss ein Minderheitenvotum ab. Er sah auch in der Kommission eine „Kultur des Verschweigens” und warf ihr mangelndes Interesse an der Geschichte der SED-Diktatur vor.

Ukraine’s Leaders Seek National Socialism, Dictatorship:“Americanization and Liberalism are Poison”
by John Stanton So the US leadership is supporting the creation of One Nation Under God in Ukraine. As one of the key groups involved in the militant overthrow of an elected government has stated in its party platform, “a system of the dictatorship of the Nation with regard to the socioeconomic interests of the people” needs to be implemented (more below). Isn’t that what the military in Egypt proclaimed in its coup to oust another elected official, Morsi? The American press is fond of patting itself on the back for upholding the first amendment to the US Constitution, that being, among other things, freedom of the press. But that does not mean the freedom to obfuscate, ignore facts and curry favor with the US national security apparatus in whatever covert or overt form it takes. The New York Times, Wall Street Journal and the Washington Post have engaged, once again, in a classic information operations effort. This time it is to shape a national anti-Russian consensus around the legitimate concerns of the Russian government. As these three big corporate institutions are the semi-official organs of the United States’ government, they have shown the weakness of President Obama’s national security advisers and, by proxy, heavyweight financiers like George Soros (who runs the Open Society NGO). The power of the three media outlets exists in the corporate, for-profit nature of the enterprises, not any notable journalistic enterprise. They engage in pay-for-journalism beholden to advertisers, shareholders, investors and the US government. All three groups are known to collaborate on stories with state, local and federal officials so that news is not news to officialdom. But as Don Corleone said in the movie The Godfather, “It’s just business.” What else can one expect from a quasi-representative democracy? The Wall Street Journal is owned by Fox News Corporation. News Corporation’s ability to reach into and shape the opinions of tens of millions of the global watching/listening public is unprecedented. From the Wall Street Journal to National Geographic–and hundreds of media outlets local, national and global–it can carry its anti-Russian message 24 hours a day, 7 days a week. The Washington Post is owned by Jeff Bezos of Amazon fame. Little reported is the $600 million contract it recently won to provide the CIA with information technology products and services. Bezos had negligible presence in Washington, DC prior to his acquisition of the Washington Post, but now has a very loud voice. The Post has always been close to the CIA and other national security agencies with Katherine Graham (former owner) indicating in a speech to the CIA that there are some things Americans “don’t need to know and should not…” That might have been the case decades ago, but in the age of the Internet/WWW, hackers and independent journalists who know “it’s not about the money” and can report freely, Graham’s statement is nonsense. In short, in 2014 the playbook of the ruling class is open for all to see. And what of the dreary New York Times? Gray indeed. Abgeordnete, Beamte und hohe Richter sollen in Brandenburg auch künftig auf eine frühere Mitarbeit bei der DDR-Staatssicherheit überprüft werden. Das empfiehlt die Enquetekommission zur Aufarbeitung der DDR-Vergangenheit des Landes. Auch Richter sollen dem Stasi-Check unterzogen werden.
Die Enquetekommission des Potsdamer Landtags zur Aufarbeitung der DDR-Vergangenheit will Abgeordnete, Beamte und Staatsangestellte auch künftig auf eine frühere Stasi-Tätigkeit überprüfen lassen.
Die Kommission spricht sich dafür aus, auch Abteilungsleiter von Staatskanzlei und Ministerien einzubeziehen. Das gleiche sollte mit Vorsitzenden Richtern von Landes- und Oberlandesgerichten geschehen. Für die Überprüfung stimmten Vertreter aller Fraktionen.
Meinungsunterschiede gibt es dagegen in der Frage, welche Richter überprüft werden sollen: alle, oder nur die Vorsitzenden an Land und Oberlandesgerichten. SPD und Linke meinen, die Überprüfung höherer Positionen reiche aus. Zu einer flächendeckenden Überprüfung sehe er keinen Anlass, sagte Linken-Abgeordenter Peer Jürgens. Die Richter hätten sich im Dienst bewährt – und würden schließlich bereits bei ihrer Wahl gecheckt. Diese Sicht setzte sich letztlich auch durch. Die CDU enthielt sich in der Frage.
Grüne und und FDP wären gerne weiter gegangen, sie wollten alle Richter überprüfen. Von der Justiz wünschten sich die Bürger besondere Transparenz, sagt Linda Teuteberg von der FDP – Axel Vogel von den Grünen meint, es wäre angemessen gewesen, Richter genauso zu behandeln wie Landtagsabgeordnete – also, sie auf Stasi-Belastungen zu prüfen.
Der Abschlussbericht der Kommission soll Mitte März an Landtagspräsident Gunter Fritsch übergeben werden. Die künftige Landesregierung kann die Empfehlungen umsetzen – ist aber nicht dazu verpflichtet.
Offiziell ist noch nichts, doch soviel ist sicher: Mittlerweile ist der Führungskreis der Kommunistischen Partei Chinas (KPCh) auf verschiedenen Ebenen über den geplanten Prozess gegen Chinas Ex-Staatssicherheitsdienst-Chef Zhou Yongkang informiert.
Wie die Hongkonger „South China Morning Post“ (SCMP) heute auf ihrer englischsprachigen Website berichtete, fanden partei-interne Briefings zum Fall Zhou statt. „Die Information wurde nur mündlich weitergegeben und war sehr kurz“, sagte ein Insider laut der SCMP.
Mittlerweile seien alle Beamten der ministeriellen Provinzebene informiert. Es wird vermutet, dass die offizielle Bekanntmachung der Verhaftung und der Prozessauftakt gegen Ex-Stasi-Chef Zhou kurz bevor stehen. Sie könnte nach dem chinesischen Neujahr und noch vor dem „Volkskongress“ im März erfolgen. Die Unterrichtung der hochrangigen Beamten findet gewöhnlich vor Eröffnung eines solchen politisch heiklen Verfahrens statt.
Zhou Yongkang war von 2007 bis Ende 2012 Chinas Stasi-Chef: In seiner Position als Leiter des „Komitees für Politik und Recht“ kontrollierte er die gesamte innere Sicherheit des Riesenstaates – von der Polizei bis zu Gerichtshöfen, Arbeitslagern und Gefängnissen. Zhou spielte vor allem bei der Verfolgung der buddhistischen Qigong-Praxis Falun Gong eine unheilvolle Rolle: Unter seiner Obhut fand im großen Stil Organraub und Organhandel mit Gefangenen statt, dem Zehntausende der gesundheitsbewussten Falun Gong-Anhänger zum Opfer gefallen sein sollen.
Insider sagten nun der SCMP, dass die Anklage gegen Zhou hauptsächlich finanzielle Korruption beinhalten werde, wobei es schwierig war, dem Ex-Stasi-Chef, der gleichzeitig auch Chinas Öl-Pate war, solche Vergehen nachzuweisen. Zhou Yongkang agierte geschickt durch ein Netzwerk aus Gefolgsmännern und Familienangehörigen, um mit Hilfe des Staatskonzerns China National Petroleum Milliardenbeträge zu veruntreuen. Derzeit wird hinter den Kulissen noch diskutiert, in welchem Umfang Zhous Machenschaften der Öffentlichkeit präsentiert werden und welche Summe dabei genannt wird.
Zhou wäre das erste Mitglied des Ständigen Ausschusses des Politbüros, das wegen Korruption verurteilt würde. Dass der Prozessauftakt und seine offizielle Ächtung kurz bevorstehen, deutet auch ein Hinweis an, den der Radiosender Voice of America berichtete:
Kurz vor dem chinesischen Neujahr, das dieses Jahr am 31.Januar gefeiert wird, flattert traditionell eine Routine-Meldung durch Chinas Staatsmedien: Die amtierenden Führer statten den pensionierten Vorgängern ihren Neujahrs-Besuch ab. Am 28. Januar fiel diese Meldung auf Xinhua auffällig kurz aus. „Die jetzigen zentralen Führer besuchten und plauderten mit den pensionierten alten Genossen Jiang Zemin, Hu Jintau und Etc.“, hieß es da.
Im vergangenen Jahr folgte anstelle des „Etc.“ eine Liste von 74 Funktionärs-Namen, inklusive Zhou Yongkang. „Diese Namensliste mit nur zwei Namen nährt weitere Vermutungen“, kommentierte Voice of America: Sämtliche „alten Genossen“ wurden wohl gestrichen, damit die Streichung Zhous weniger auffiel. Chinesische Auslandsmedien bemerkten sie trotzdem.
Wie geht es in Chinas Machtkampf weiter? Beobachter vermuten, dass Chinas Staats- und Parteichef Xi Jinping weiter auf Taktik spielen wird: Nun soll auch im Fall Zhou, ähnlich wie damals beim Prozess gegen Bo Xilai, nur über Geld geredet werden – eine Erwähnung von Zhous Menschenrechtsverbrechen gegen Falun Gong ist nicht vorgesehen, was einem Zugeständnis Xis an seinen Gegner Jiang Zemin gleichkommt. Jiang ist Drahtzieher und Hauptschuldiger der Falun Gong-Verfolgung.
Allerdings hat die Jiang Zemin-Clique Xi aktuell scharf attackiert: Die Veröffentlichung der Offshore-Leaks – und mit ihnen die Bloßstellung von Xis Auslandsmilliarden – hatte zum Ziel, Xis Glaubwürdigkeit zu demontieren und seine Anti-Korruptions-Kampagne zu schwächen.
Xi Jinping versucht aktuell immer noch das Paradox zu verwirklichen, Chinas Politik menschenfreundlicher zu gestalten und gleichzeitig das KPCh-Regime zu retten. Die Trumpf-Karte gegen Jiang hat er dabei noch nicht ausgespielt: Eine Offenlegung von Jiangs Verbrechen im Zuge der Verfolgung von Falun Gong. Dies würde Xi maximale Sympathie beim Volk bringen, aber gleichzeitig dem Regime den Todesstoß versetzen, weshalb Xi Jinping bis jetzt zögert, diesen Schritt zu gehen. Falls ihn die Jiang-Bande weiterhin so scharf attackiert, wird ihm jedoch bald nichts anderes mehr übrig bleiben.
Dem Ex-STASI-Chef droht die Todesstrafe – während die deutschen STASI-Genossen unbehelligt geblieben sind und ihr düsteres Treiben in der Gegenwart unbehelligt fortsetzen dürfen – unter Billigung und wohl auch Kooperation mit deutschen “Justizpersonen”. Wen wundert da noch, dass die “Anti-STASI-Behörde” seit 1989 zahlreiche STASI-Agenten beschäftigte UND weiter beschäftigt und demnächst geschlossen werden soll…

Die Geschäftsführerin der Linksfraktion war Top-Spionin in der DDR. Während die Partei auf eine rot-rot-grüne Zukunft hinarbeitet, holt sie die Geschichte ein. Sie ist tief mit der Stasi verstrickt.
Es ist ein wunderschöner Ort im Spreewald, an dem sich die Linke in der kommenden Woche mit dunklen Flecken ihrer Geschichte beschäftigen wird. Das “Van der Valk Parkhotel”, ein Viersternehaus, ist von Berlin aus gut zu erreichen. Dorthin ziehen sich die 64 Mitglieder der neu gewählten Linksfraktion des Bundestags zurück. Doch in Urlaubsstimmung dürften die Abgeordneten kaum kommen.
Den Mandatsträgern stehen am Dienstag und Mittwoch harte Auseinandersetzungen bevor. Ihre Fraktion ist zwar die drittgrößte politische Kraft im Bundestag, aber sie zerfällt in fast zwei gleich große Flügel. Da sind zum einen die “Realos” um Gregor Gysi und zum anderen die “Fundis” um Sahra Wagenknecht. Ob es zum Machtkampf zwischen den beiden kommen wird, ist die spannendste Frage auf der Klausur.
Die Genossen werden aber auch noch über eine andere Personalfrage diskutieren, die bereits auf einer Vorstandsklausur der Fraktion in dieser Woche für helle Aufregung sorgte. Gysis bunte Truppe, in der nach wie vor einige Stasi-Zuträger sitzen, ist mit dem bislang wohl gravierendsten Stasi-Fall ihrer Geschichte überhaupt konfrontiert. Es geht also einmal mehr um die Vergangenheit, die jedoch regelmäßig die Zukunft als seriöse politische Kraft bedroht.

Der Fall betrifft ausgerechnet Gysis rechte Hand: Nach Recherchen der “Welt” diente die langjährige Geschäftsführerin Ruth Kampa, die von der Linksfraktion im Bundestag angestellt ist, fast zwei Jahrzehnte dem Ministerium für Staatssicherheit. Die 1951 geborene Juristin war eine Top-Agentin der SED-Geheimpolizei.
Als Inoffizielle Mitarbeiterin (IM) mit dem Decknamen “Sonja Richter” spionierte sie in der Bundesrepublik und sollte Bürger aus West-Berlin für die Stasi anwerben. Später beschaffte sie als IM “Ruth Reimann” Informationen von Treffen der Konferenz über Sicherheit und Zusammenarbeit in Europa (KSZE) oder Tagungen der UN-Menschenrechtskommission, an denen sie als offizielle Vertreterin der DDR teilnahm.
Kampa selbst wollte sich zu ihrer Agententätigkeit nicht äußern. Sie sagte der “Welt” am Telefon: “Das muss ich jetzt erst einmal sacken lassen.” Sie habe bislang die von der Stasi-Unterlagen-Behörde aufbewahrten Dokumente nicht eingesehen, sagte die Juristin.
Linke soll zum Bündnispartner taugen
Die Enthüllung von Kampas Stasi-Karriere dürfte Gysi kaum ins Konzept passen. Der Fraktionschef will in dieser Legislatur endlich beweisen, dass seine Partei als Bündnispartner für SPD und Grüne taugt. Rot-Rot-Grün könnte die Republik ganz in seinem Sinn verändern. Nun aber weist die Entdeckung zurück in eine Zeit, in der das Kürzel der Linke-Vorgängerin PDS, also der Nachfolgepartei der SED, oftmals mit “Partei der Spitzel” übersetzt wurde.
In der Fraktion gilt Kampa als Schaltzentrale. Über den Schreibtisch der Rechtsanwältin gehen fast alle wichtigen Vorgänge: Sie kümmert sich um das Personal und die Organisation, schließt Verträge und unterzeichnet mit Gysi Rechenschaftsberichte. Kampa war es auch, die 2002 die Fraktion abwickelte, als die damalige PDS bei der Wahl mit nur vier Prozent Zweitstimmen den Einzug in den Bundestag verfehlte.
Sie sitzt im Bundeswahlausschuss
Die Ex-Agentin ist aber nicht nur in der Fraktion, sondern auch in der Partei eine große Nummer: Sie sitzt in der Bundesschiedskommission der Linken, und die monatliche Mitgliederzeitschrift “Disput” erscheint in einem von ihr geführten Verlag. Besonders pikant: Kampa hat sogar für Deutschland die letzten beiden Bundestagswahlen mitorganisiert.
Sie ist Vertreterin ihrer Partei im elfköpfigen Bundeswahlausschuss. Das bis zum Ende der Wahlperiode amtierende Gremium, dem neben dem Bundeswahlleiter zwei Richter des Bundesverwaltungsgerichts angehören, hat Wichtiges zu entscheiden. Es stellt abschließend fest, wie viele Sitze die Landeslisten der Parteien erhalten und welche Personen gewählt worden sind.
Mehr noch, der Name Kampa steht – ebenso wie übrigens Gysi selbst – für ein besonders unappetitliches Kapitel der Parteigeschichte: den Umgang mit dem SED-Milliardenvermögen nach der Friedlichen Revolution in der DDR.
Verschachteltes Firmenimperium der SED
Rückblende: Noch Ende 1989 verfügte die SED über ein verschachteltes Firmenimperium, umfassenden Immobilienbesitz und 6,1 Milliarden DDR-Mark in bar. Es dauerte Jahre, um zumindest teilweise zu verfolgen, wohin das Milliardenvermögen in der Zeit des Niedergangs der DDR geflossen ist. Bis 2003 konnte die Unabhängige Kommission Parteivermögen knapp 1,2 Milliarden Euro sicherstellen.
“Nach menschlichem Ermessen”, konstatierte die Kommission drei Jahre später, müsse es “weiterhin eine Dunkelziffer an unentdecktem Parteivermögen” geben. Auf bis zu eine Milliarde Euro beläuft sich nach Schätzungen von Experten das verschwundene Vermögen. Überall auf der Welt kann es deshalb noch schwarze Kassen geben.
Es gibt derzeit keinerlei Beleg dafür, dass Kampa an möglichen kriminellen Machenschaften beteiligt war. Aber sie ist bis heute laut Dokumenten, die dieser Redaktion vorliegen, entweder direkt oder indirekt an etlichen Gesellschaften beteiligt, deren Vermögen unzweifelhaft aus der Hinterlassenschaft der Honecker-Partei stammen. Ausweislich des Handelsregisters hält Kampa die Anteile als Privatperson. Doch zwei Gesellschaften, an denen sie beteiligt ist, verwalten nach einer Feststellung des Oberverwaltungsgerichts Berlin aus dem Jahr 1995 treuhänderisch Vermögenswerte für die Partei. Kampa, die Geschäftsführerin der Fraktion, ist also so etwas wie eine Strohfrau der SED-Erben.
Explizit wird nichts ausgeschlossen
Gysi hat sich immer wieder gegen Vorwürfe gewehrt, er sei 1989/1990 am Verschwinden von Parteivermögen beteiligt gewesen. Jetzt von der “Welt” zur Stasi-Vergangenheit von Kampa befragt, antwortete der Fraktionssprecher: “Eine private Mitteilung von Frau Dr. Kampa an Herrn Dr. Gysi ginge Sie erstens nichts an und hat zweitens nicht stattgefunden.” Er schließt damit jedoch nicht explizit aus, dass Gysi möglicherweise über Dritte informiert wurde.
Wie glaubwürdig Gysi ist, überprüft derzeit die Staatsanwaltschaft Hamburg in einem anderen Zusammenhang. Sie ermittelt, ob der prominente Anwalt eine falsche eidesstattliche Versicherung über sein eigenes Zusammenwirken mit der Stasi abgegeben hat. In wenigen Wochen wollen die Strafverfolger entscheiden, ob sie Gysi anklagen. Der Beschuldigte selbst rechnet mit einer Einstellung des Verfahrens.
Die Stasi-Verstrickung von Ruth Kampa ist offenkundig. Die Tochter eines Buchhalters und einer Disponentin ließ sich laut ihrer Stasi-Akte schon als Schülerin in der Stadt Stendal anwerben: “Zur Aufklärung von Jugendlichen”. Als sie kurz darauf ihr Studium an der Martin-Luther-Universität in Halle an der Saale aufnahm, galt sie für Mielkes Ministerium bereits als großes Talent.
Ausbildungseinsatz in West-Berlin
Die Studentin kam dann 1971 in die Obhut der Auslandsspionageabteilung HVA von Markus Wolf. Laut den Papieren aus der Stasi-Unterlagen-Behörde wurde sie speziell geschult und “im Zeitraum von 1972–1974 zum Einsatzkader Instrukteur/Werber ausgebildet”. So lernte sie den Umgang mit “operativen Dokumenten” – darunter verstand die HVA falsche Personalpapiere.
Um nicht während eines Einsatzes im “Operationsgebiet” aufzufliegen, mussten sich Agenten monatelang mit ihrer Tarnidentität vertraut machen. Im Juni 1974 sollte Kampa ihr Können während eines mehrtägigen Ausbildungseinsatzes in West-Berlin unter Beweis stellen. Im August 1974 wurde es dann den Akten zufolge ernst: Sechs Tage lang spionierte Kampa im Rahmen einer “Außenaufklärung” in Freiburg im Breisgau. Welchen Auftrag sie genau hatte, ist nicht überliefert.
Anwendung einer Rückzugslegende
Als Kampa 1976 heiratete, wurde der Mann gleich mit in die Agententätigkeit einbezogen. Die Eheleute unterhielten nun viele Jahre lang zusammen Kontakte zu mindestens vier West-Berlinern, die sie für die Stasi anwerben sollten. Doch 1985 gab es unverhofft Ärger: Die Stasi verdächtigte ihren Schwiegervater, Spion des Kölner Bundesamts für Verfassungsschutz zu sein. Angesichts dieser familiären Konstellation beendete das Ehepaar die Arbeit für die HVA. “Planmäßig und unter Anwendung einer Rückzugslegende”, heißt es in der Akte der Frau. Ein Jahr später, im Herbst 1986, wurde die Ehe geschieden.
Normalerweise wüsste man von dieser Episode nichts. Denn die HVA vernichtete, kurz bevor sie abgewickelt wurde, größtenteils die Unterlagen zu ihren Agenten. Pech für Kampa, dass sie sich nochmals von der Stasi anwerben ließ: dieses Mal von der Hauptabteilung II, der Spionageabwehr. Und über diese Zeit ist noch eine 70 Seiten dicke IM-Akte erhalten. Darin sind nicht nur Kampas neuerliche Einsätze für die Stasi dokumentiert, sondern es wird auch ihr früheres Agentenleben beschrieben.
Karriere an der Kaderschmiede
Vor ihrem Start bei der Hauptabteilung II hatte Kampa Karriere als Nachwuchswissenschaftlerin gemacht. Die promovierte Diplom-Juristin arbeitete als Assistentin am Institut für Internationale Beziehungen an der SED-Kaderschmiede Akademie für Staat und Recht in Potsdam. Auf sie wartete eine Abordnung ins DDR-Außenministerium inklusive interessanter Reisen ins Ausland zu internationalen Konferenzen.
Der Führungsoffizier brauchte nicht lange, um Kampa zu überreden. Bei einem 36 DDR-Mark teuren Mittagessen in der Gaststätte “Müggelsee-Perle”, einem rustikalen Restaurant in Ost-Berlin, “erklärte sie sich zu einer inoffiziellen Zusammenarbeit bereit”. Das war am 15. Dezember 1987. Beim nächsten Treffen in der für konspirative Treffen gedachten Wohnung “Rose” schrieb sie am 20. Januar 1988 “die Verpflichtung und unterzeichnete sie eigenhändig”. Ihr Führungsoffizier notierte: “Für die inoffizielle Zusammenarbeit wählte sie den Decknamen ,Ruth Reimann'”.
Im “Neuen Deutschland” gewürdigt
Als Mitarbeiterin des Außenministeriums reiste Ruth Kampa kurz darauf in die Sowjetunion, nach Großbritannien, in die Schweiz, nach Ungarn sowie in die Bundesrepublik – und berichtete nach ihrer Rückkehr interessante Details an das Ministerium für Staatssicherheit. In dessen Auftrag brachte sie von den Tagungen Dokumente mit und fertigte Profile von Delegationsmitgliedern an. Stets zeigt sie “Einsatzbereitschaft und Zuverlässigkeit”, heißt es in ihrer IM-Akte.
Offiziell war Kampa weit mehr als eine normale Ministeriumsmitarbeiterin: Als “DDR-Sprecherin” und Teilnehmerin der in Genf tagenden UN-Menschenrechtskommission wurde das SED-Mitglied vom “Neuen Deutschland” sogar auf der Titelseite gewürdigt. Dort durfte sie eine stärkere Beachtung der “ökonomischen, sozialen und kulturellen Menschenrechte” fordern.
In ihrer heimlichen Tätigkeit hatte Kampa offenbar wenig Skrupel, auch Privates an die Stasi weiterzugeben. Sie berichtete über persönliche Probleme, den geschiedenen Ehemann und Arbeitskollegen. Einen Kollegen schwärzte sie an: “Er ist in Fachkreisen für seine offenen Gespräche, bei denen auch Dienstgeheimnisse ausgeplaudert werden, bekannt.” So etwas konnte für den Betroffenen brandgefährlich werden.
Die Akte wurde geschlossen
Während einer Dienstreise nach Bonn im Oktober 1989 – überall in der DDR demonstrierten Bürger gegen das SED-Regime, und Erich Honecker war schon als Parteichef gestürzt – nahm Kampa noch zielgerichtet Kontakt zu einem Mitarbeiter des westdeutschen Ministeriums für innerdeutsche Angelegenheiten auf. Dies berichtete sie laut Aktenlage jedenfalls am 27. Oktober ihrem Führungsoffizier. Es ist das letzte verzeichnete Treffen in ihrer Akte. Diese wird am 14. Dezember 1989 geschlossen, zum “Abbruchsgrund” ist kurz vor der Stasi-Auflösung vermerkt: “ohne Perspektive”.
Als Agentin war Kampa nun nicht mehr gefragt. An der Universität konnte sie wegen ihrer Verstrickung nicht bleiben. Dafür setzte die SED-Nachfolgerin PDS allergrößtes Vertrauen in Kampa.
Die Partei hatte unter ihrem neu gewählten Vorsitzenden Gysi ein großes Problem: Das einstige Zentralorgan “Neues Deutschland” (ND) stand zu Beginn der 90er-Jahre vor dem Aus. Die PDS pumpte eigenmächtig und ohne Erlaubnis der Treuhand-Nachfolgerin BVS einen als “Darlehen” bezeichneten Zuschuss in Höhe von 15,5 Millionen D-Mark in das Parteiblatt. Und plötzlich tauchte ein “Verein der Freunde des ND” auf und versprach viel Geld: mindestens eine Million D-Mark. Genannt wurden laut Medienberichten sogar vier Millionen. Wer die Mittel aufbringen wollte und woher sie stammten, ist nicht bekannt. Ehrenamtliche Vorsitzende der “ND-Freunde”: Kampa.
Das beachtliche Vermögen der Linken
Bemerkenswert sind außerdem Vorgänge um Unternehmen wie Fevac und Vulkan, die treuhänderisch beträchtliches Vermögen der Linken verwalten. Das zeigen Dokumente, die der “Welt” vorliegen. Dabei sieht die Bundessatzung der Partei eine solche Konstruktion eigentlich nicht vor.
Dort heißt es in Paragraf 24: “Die finanziellen Mittel und das Vermögen der Partei werden durch den Parteivorstand sowie die Landes- und Kreisvorstände nach den Grundsätzen und Verfügungsregeln der Bundesfinanzordnung verwaltet.”
Beide Unternehmen haben ihren Sitz in einem Bürotrakt der Berliner Parteizentrale. Vulkan ist eine “Gesellschaft für Grundbesitz”, Fevac steht für “Föderative Verlags-, Consulting- und Handelsgesellschaft mbH”. Letztere ist heute an insgesamt fünf Firmen beteiligt, darunter mit 17 Prozent an der Vulkan und zur Hälfte an der “Neues Deutschland Druckerei und Verlag GmbH”. Die Fevac hat drei Gesellschafter: einen ehemaligen PDS-Schatzmeister, einen Rechtsanwalt und Ruth Kampa. Das Trio ist Teil eines viel größeren Geflechts, das nur schwer zu durchschauen ist.
Kampa ist Miteignerin verschiedener Gesellschaften
Sicher ist: 30 Prozent der Fevac gehören der Fraktionsgeschäftsführerin. Über diesen Anteil ist Kampa auch Miteignerin der “MediaService GmbH Druck und Kommunikation”, der Thüringer Tourismusfirma “Hotel ,Am Wald’ GmbH” sowie der “NDZ Neue Zeitungsverwaltung GmbH”.
Letztere Firma hat eine interessante Historie. Hervorgegangen ist sie aus der “Macmoney 50. Vermögensverwaltungs GmbH”, einem Firmenmantel, den Gysi Anfang 1992 mit den PDS-Funktionären Kerstin Kaiser und André Brie über einen Berliner Anwalt bei einem Hamburger Notar für 50.000 D-Mark kaufen ließ.
Noch am selben Tag wurde Macmoney in NDZ Neue Zeitungsverwaltung GmbH umbenannt. Im Januar 1993 zog sich das Trio um Gysi zurück, die GmbH-Anteile übernahm daraufhin die Fevac. Gysi erklärt dazu: Seine Beteiligung an der Gesellschaft habe der Rettung des “Neuen Deutschland” gedient – “die gelungen ist”.
Sie zieht heute überall die Strippen
Geschäftsführerin der NDZ GmbH ist heute die Ex-Stasi-Agentin Ruth Kampa, die über ihren Fevac-Anteil auch indirekt an der Firma beteiligt ist. So schließen sich die Kreise.
PDS-Schatzmeister war damals Dietmar Bartsch, heute Fraktionsvize und ein Vertrauter Gysis. Er sagte der “Welt” zu den Vorgängen Anfang der 90er-Jahre: “Da ging alles ordentlich zu.” Die Gründung von Fevac und Vulkan sei mit Zustimmung der Treuhandanstalt erfolgt, die beide Unternehmen beaufsichtigt habe. Mit den Privatpersonen, die dort Gesellschafter sind, seien Vereinbarungen geschlossen worden.
Jedenfalls zieht die einst im Tarnen und Täuschen ausgebildete Kampa heute überall kräftig die Strippen. Sie ist für die Linkspartei ebenso unentbehrlich wie für ihre Bundestagsfraktion. Wäre da nur nicht die IM-Akte, die jetzt, 23 lJahre nach dem Untergang der DDR, von der Stasi-Unterlagen-Behörde freigegeben worden ist. Die Fraktion hat also viel zu besprechen.
The European Union’s chief justice official has written to the U.S. attorney general demanding an explanation for the collection of foreign nationals’ data following disclosures about the “PRISM” spy program.
In a letter seen by Reuters, the European commissioner for justice and fundamental rights, Viviane Reding, said she had serious concerns about the possibility that U.S. authorities had accessed European citizens’ data on a vast scale.
U.S. officials have confirmed the existence of a secret program to draw data from the Internet, codenamed PRISM, which according to documents leaked to the Washington Post and Britain’s Guardian newspaper has given them access to data from firms such as Google, Facebook and Skype.
“I would request that you provide me with explanations and clarifications on the PRISM program, other U.S. programs involving data collection and search, and laws under which such programs may be authorized,” said the letter, sent to U.S. Attorney General Eric Holder.
Holder and Reding will meet in Dublin on Friday at a scheduled ministerial gathering.
In the letter, Reding asks Holder to explain whether EU citizens were targeted under PRISM, how broad U.S. access to the data would have been and how EU companies and citizens can appeal against the monitoring of their private correspondence.
EU officials have for several years asked the United States to explain how laws such as the Patriot Act and the Foreign Intelligence Surveillance Amendment Act affect EU citizens and companies. The European Parliament, in particular, has become vocal about limiting data sharing and protecting privacy.
Reding has said she has asked U.S. authorities to use an agreed legal channel called the Mutual Legal Assistance Agreement to access any data, a method that requires judicial approval.
Since 2011 the EU has tried to negotiate a transatlantic data protection agreement that would limit U.S. access to European data.
The talks have stalled partly over the issue of what rights EU citizens had on U.S. soil, a Commission official told Reuters earlier this week.
EU officials are also debating whether data protection should be included in negotiations for an EU-U.S. free trade deal on which formal talks are expected to begin next month.
The European business community has warned that without legal certainty, technologies which rely on data protection such as cloud computing will not be able to grow in Europe.
Companies considering adopting cloud technology still cite security as their biggest concern and European officials say they are aware that Europe’s cloud market hinges on privacy.
“The storage of the data in the foreign servers and related legal uncertainty constitutes a real impediment,” a second Commission official said.
Lobby groups in Brussels say they need to know which set of laws – EU or U.S. legislation – they should follow.
“Internet companies are piggy in the middle in terms of protecting user data, obeying the law, and different laws in different regions of the world,” said James Waterworth of the Computer and Communications Industry Association, a lobbying group based in Washington.

In einem sehr ungewöhnlichen Schritt forderte zunächst Google von der Regierung mehr Transparenz in Anfragen, die der nationalen Sicherheit dienen. Kurz darauf folgten Facebook und Microsoft. Bundesjustizministerin Sabine Leutheusser-Schnarrenberger und EU-Justizkommissarin Viviane Reding forderten von den USA Aufklärung über die Rechtsgrundlage der weltweitem Sammelwut.
Mit ihren offenen Briefen wollen Google, Facebook und Microsoft dem Eindruck entgegentreten, willfährige Helfer eines Überwachungsstaates zu sein. Die drei US-Unternehmen – ihrerseits führend bei Suchmaschinen, sozialen Netzwerken und Computer-Software – baten um Erlaubnis, den Umfang aller Anfragen nach Nutzerdaten öffentlich machen zu dürfen. Dies würde zeigen, dass das Unternehmen dem Staat keinen uneingeschränkten Zugang zu den Daten gewähre, erklärte Google. Andere Darstellungen seien “schlicht falsch”.
Die US-Sicherheitsbehörden greifen, wie zuerst die Zeitungen “The Guardian” und “Washington Post” berichtet hatten, im Rahmen eines “Prism” genannten Programms zur Terrorabwehr weltweit direkt auf unzählige Nutzerdaten von Internet-Konzernen zu. Es ist das wohl größte jemals bekanntgewordene Ausspäh-Programm. Massenhaft werden E-Mails, Fotos, Videos, Dokumente, Audio-Dateien kontrolliert. Außerdem werden in den USA Telefonate von Millionen Amerikanern abgehört.
Die Quelle für die Enthüllungen, der 29-jährige Edward Snowden, ist untergetaucht. In den USA wird darüber gestritten, ob er ein Held ist, der die Bürgerrechte verteidigt, oder ein Verräter, der büßen soll. Er war früher IT-Experte bei der CIA und arbeitete später für die Beratungsgesellschaft Booz Allen Hamilton, die wiederum dem Geheimdienst NSA nahesteht.
PRIVATSPHÄRE VERSUS NATIONALE SICHERHEIT
Die betroffenen Internet-Firmen haben nach geltender Rechtslage kaum eine juristische Handhabe gegen Aufforderungen der amerikanischen Geheimdienste zur Herausgabe von Kundendaten. US-Präsident Barack Obama verteidigte die Bespitzelungen zuletzt als maßvollen, aber notwendigen Eingriff in die Privatsphäre. Es sei notwendig zum Schutz der nationalen Sicherheit. Die Rechtsgrundlage dafür ist der “Patriot Act”. Das in Folge der Anschläge vom 11. September 2001 erlassene Gesetz schränkt die Bürgerrechte in den USA teilweise ein.
Betroffen sind aber auch unzählige Ausländer. Das Vorgehen der Obama-Regierung belastet daher schon jetzt seinen Besuch in Berlin in der nächsten Woche. Bundesjustizministerin Leutheusser-Schnarrenberger forderte in einem Brief an ihren US-Kollegen Eric Holder Auskunft über die Rechtsgrundlage und die Anwendungspraxis der Spähaktion. Es gehe möglicherweise um einen massiven Zugriff auf Telekommunikationsdaten ohne Anlass, erklärte die FDP-Politikerin. Daher müsse jetzt dargelegt werden, inwieweit sich das Programm auch gegen europäische und deutsche Bürger gerichtet habe. Es sei gut, dass Bundeskanzlerin Angela Merkel das Thema beim Obama-Besuch ansprechen wolle.
Auch EU-Justizkommissarin Viviane Reding schrieb an Holder. In einem von der Nachrichtenagentur Reuters eingesehenen Brief verlangt sie Auskünfte zu diesem und anderen US-Programmen mit Datensammlung, ebenso über die zugrundeliegenden US-Gesetze. Sie habe große Sorge, dass die US-Behörden in großem Umfang Daten von europäischen Bürgern abgerufen hätten, schrieb Reding.
Fast die Hälfte der Amerikaner ist dagegen der Meinung, dass die Überwachung in bestimmten Grenzen akzeptabel ist. Das geht aus einer Umfrage von Reuters und den Marktforschern von Ipsos hervor. Mehr als ein Drittel der befragten US-Bürger lehnten die Aktionen der Regierung aber kategorisch ab.
Unterdessen verklagte die Bürgerrechtsbewegung Aclu Mitglieder der US-Regierung. In der Klage heißt es, die massenhafte Sammlung von Kommunikationsdaten verletze das Recht der freien Meinungsäußerung und der Privatsphäre, die in der US-Verfassung garantiert seien. Das Justizministerium lehnte eine Stellungnahme ab. Es sei Zeit nötig, dies zu bewerten, hieß es.

On a regular winter day in Moscow, in the comfort a room with a fireplace, journalists were given a real sensation. A senior retired official of the Ministry of Defense, lieutenant-general in reserve, PhD, a fellow of the Academy of Natural Sciences Alexey Savin said that in the late 1980′s a group of researchers from the Expert Management Unit of General Staff managed to make a contact with representatives of another civilization. Interestingly, none of the journalists were particularly surprised but, rather, relieved with the “confession.”
Vasily Yeremenko, a Major General of FIB in reserve, academician of the Academy of Security, Defense and Law Enforcement, was the first to speak to the press. In Soviet times he served in the KGB and supervised the Air Force and development of aviation technology. Among his assignments was collection of information by the Air Force of the facts of appearance of unidentified flying objects. According to Vasily Yeremenko, by that time there was an ample amount of such information.
Missile units were even given a directive in case of detection of UFOs. The main task was not to create opportunities for reciprocal aggression. In 1983-1984 at the testing grounds of the Academy of Sciences by Vladimirovka, the Ministry of Defense and the KGB organized a large-scale study of paranormal phenomena. The military training site was not a random choice. Experts have long come to the conclusion that UFOs inevitably appear in places where military equipment and weapons are tested.
“We can say that we learned to summon UFOs in Vladimirovka. To do this, we dramatically increased the number of military flights and movement of the equipment. If the intensity on our side increased, UFOs appeared with the probability of 100 percent,” explained Yeremenko. After six months of tests the authoritative commission came to three main conclusions.
First, modern science was not yet able to identify such phenomena. Second, it could be reconnaissance equipment of the U.S. or Japan. Third, it could be an impact of an extraterrestrial civilization. “The UFO topic today is ubiquitous. Precisely because of its scandalous nature serious scientists are not willing to identify their position on this issue. Pilots often see such objects, but they have a veto on this topic, so do astronauts. In confidential conversations they talk about their experiences meeting with UFOs, but they are afraid to speak publicly about this,” said Vasily Yeremenko.
He believes that this subject requires a serious approach because it is a security issue. Yet, it is still a closed topic both in the U.S. and in Russia. Lt. Gen. Alexey Savin proceeded to reveal some aspects of the engagement of the Ministry of Defense. He headed the Expert Management Unit of the General Staff, whose task was to examine various unusual phenomena.
The main project of the unit was a state program on the discovery of intellectual human resources. The goal of the program was to identify ways to make the human brain work in a special regime of super-powers, making a person a superhuman. The Scientific Council of the program was led by an Academician Natalya Bekhtereva, who until her death served as a scientific director of the Institute of Human Brain of RAS.
Over two hundred highly skilled professionals from across the country participated in the program. “In the process of research, we came to the conclusion that a human was an energy and information system that receives information from outside. This is precisely why a human can manifest paranormal abilities,” said Alexey Savin. In order to identify this external source of information, three groups were created. One group was formed from scientists, another – from military, and the third one was composed of women.
The group of women made the most significant progress in the research. Savin explained that they “wanted to make a contact with representatives of other civilizations. And we did it.” According to him, a special method has been developed that allowed the human brain to tune into a contact. “We had to tune energy-contour of the human brain to a particular wave, like a radio,” Alexey Savin explained.
No hypnosis, drugs, or other similar methods were used in the course of the experiment. A special system of testing was also developed to separate the incoming reports from hallucinations and insanity of the experiment participants. The experimental results were impressive: six participants were given a chance of physical contact, and two of them even managed to visit an alien ship. According to Savin, representatives of extraterrestrial civilizations revealed themselves gradually, giving away the information as they saw fit.
In particular, they talked about their government structure and education system. No information on the military could be obtained. The only thing they agreed to share was a scheme of the equipment for the diagnosis and treatment of various diseases. The head of the experiment explained that humans were like small children to them. “Our civilization is too young to be of interest to them as a subject for a dialogue. Because we are also a part of the universe, we may harm ourselves and other civilizations with our foolish actions, so they are looking out for us. “
The program of communication with extraterrestrial intelligence had been developed for several years until politics intervened. In 1993, the study was stopped and the unit disbanded. According to Savin, he was able to retain only a small number of documents, most of them, including photo reports, are still in the archives of the Ministry of Defense. Incidentally, the unique method for the development of the phenomenal abilities of an individual, until recently, was used in the Academy named after Gagarin until it was disbanded by the former Defense Minister Serdyukov. Yet, the core of the research team was preserved.
“Four years ago we tried to repeat the experiment, and we were successful,” said Alexey Savin. According to him, today this work continues, and the “brains and talented people are still present in the defense industry.” Answering the question of Pravda.Ru why it was decided to announce it to the media Savin replied: “Why hide something from people? Instead, they need to prepare for new challenges.”
He believes that there are two global challenges today: climate change and shortage of drinking water. Russia has a special role in this process. “When we pass the point of bifurcation, people from all over will run to us. How will we meet them, with weapons? Of course, we will have to negotiate.” Maybe all this is a puzzle from the “textbook” for young civilizations? Perhaps, aliens have arranged an experiment to see how we would handle it.

In 1946, Mr. Wilson (Edward G. Robinson) of the United Nations War Crimes Commission is hunting for Nazi fugitive Franz Kindler (Orson Welles). He assumes a new identity, Charles Rankin, lands a job as a university professor and marries Mary Longstreet (Loretta Young), who is the daughter of Supreme Court justice Judge Adam Longstreet.
Wilson releases Kindler’s former associate Meinike (Konstantin Shayne) and follows him to Harper, Connecticut, but Meinike is strangled before he can identify Kindler. Wilson must convince Mrs. Rankin, the only person who knows for certain that Meinike came to meet her husband, that her Charles is a war criminal.
The Stranger is a 1946 American film noir/drama film starring Orson Welles, Edward G. Robinson, and Loretta Young. Welles also directed the film, which was based on an Oscar-nominated screenplay written by Victor Trivas. Sam Spiegel was the film’s producer, and the film’s musical score is by Bronisław Kaper. It is believed that this is the first film released after World War II that showed footage of concentration camps. The Stranger was the only film made by Welles to have been a bona fide box office success on the first release (Citizen Kane had made back its budget and marketing, but not enough to make a profit). The copyright was by “The Haig Corporation” and it has been in the public domain for several years.
THE PHANTOM KILLER STRIKES! Only a terrified woman knows the secret of this ghostly murderer…who strikes in the night and leaves no clues—but his victims! With Bela Lugosi.
Invisible Ghost is far from the best of Bela Lugosi’s Monogram vehicles (if indeed there is such a thing), but with Joseph H. Lewis at the controls it is far and away the best directed. Lugosi is cast as Kessler, an otherwise normal gentleman who goes balmy whenever he thinks about his late wife (Betty Compson). It gets worse when Kessler is transformed via hypnosis into an unwitting murderer, apparently at the behest of his wife’s ghost. An innocent man (John McGuire) is executed for Kessler’s first murder, but the victim’s twin brother (also John McGuire) teams with Kessler’s daughter (Polly Ann Young) to determine the identity of the true killer. Though cheaply made, The Invisible Ghost maintains an appropriately spooky atmosphere throughout, with Lugosi delivering a full-blooded performance as a basically decent man controlled by homicidal impulses beyond his ken. Best of all is the non-stereotypical performance by african-american actor Clarence Muse as Lugosi’s articulate, take-charge butler.

We’re joined by Michael Ratner, an attorney for Julian Assange and President Emeritus of the Center for Constitutional Rights; and by Ben Griffin, an activist with Veterans for Peace U.K., participating in a vigil in support of Assange outside the Ecuadorean embassy in London. “Is this really about the U.S. being the ‘hidden hand’ behind what the British are doing so they can eventually get a hold of Julian Assange, try him for espionage and put him in a jail?” Ratner asks. “That’s what’s going on here — lets not kid ourselves.”
