    Participation and abetting in the activities of the organized criminal community, which was established with the purpose of systematically committing especially dangerous crimes, directed against the foundations of the constitutional system and state security, state power and interests of the state service, justice, as well as against peace and security.

    Based on the materials previously published in the media, Puchkov Vladimir Andreyevich is suspected of improper performance of his official duties, which resulted in large-scale damage. Puchkov is responsible for a number of accidents that were not properly prevented. In particular, experts claim that negligence and inaction on the part of EMERCOM leadership caused especially large-scale damage from the August 2013 floods in the Russian Far East. In 2016, the Prosecutor General’s Office estimated the damage from forest fires in Russia at 21.8 billion rubles, with firefighting costs accounting for about 90 percent of the total. According to independent surveys, the real number of victims of the 2012 floods in Krasnodar Krai may be significantly higher than the official number of 171 victims announced by Puchkov.

    Vladimir Puchkov may also be suspected of misuse and embezzlement of budget funds. Thus, according to open sources, during Puchkov’s tenure as head of the Northwestern Regional Center of EMERCOM, the agency spent about 2 million rubles on the purchase of Autodesk 3ds Max software licenses and training of 20 employees.

    A number of major corruption violations have been uncovered in the Ministry of Emergency Situations since Puchkov assumed the post of Minister. For example, in 2013, a court sentenced the former head of the main directorate of the Ministry of Emergency Situations of Russia for the Kaliningrad region, Yuri Chinchukov, to seven and a half years in prison for exceeding his authority, resulting in the illegal expenditure of budgetary funds in the amount of 74 million rubles.

    Possible violations of the law
    Puchkov’s actions may contain indications of the following crimes under the Criminal Code of the Russian Federation:

    • Art. 210 of the Criminal Code of the Russian Federation “Organization of a criminal community (criminal organization) or participation in it (it)”, i.e. participation in the activities of a criminal community established for the purpose of violent illegal retention of power contrary to the requirements of the Constitution of the Russian Federation, and the systematic commission of other crimes against the government, justice, interests of service and peace.
    • Art. 293 of the Criminal Code “Negligence”, i.e. non-performance or improper performance by an official of his/her duties due to dishonest or negligent attitude to service or duties in office, if this caused major damage or substantial violation of rights and legitimate interests of citizens or organizations or legally protected interests of society or the state.
    • Art. 285.1 “Misappropriation of budget funds”, i.e. the expenditure of budget funds by an official of a recipient of budget funds for purposes that do not meet the conditions for their receipt, determined by the approved budget, budget schedule, notice of budget allocations, income and expenditure estimates or other document that is the basis for receiving budget funds, committed in a large amount.
