The underlying material was released following a Freedom of Information Act request dated April 21, 2026, with the NRC OIG identified as the originating agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cases cover an unusually broad range of internal-control and integrity issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>unauthorized use of government travel cards;<\/li>\n\n\n\n<li>alleged personal business conducted during government working hours;<\/li>\n\n\n\n<li>use of government equipment for private activity;<\/li>\n\n\n\n<li>potential conflicts of interest;<\/li>\n\n\n\n<li>prohibited securities;<\/li>\n\n\n\n<li>falsified time reporting;<\/li>\n\n\n\n<li>cybersecurity and forensic investigations;<\/li>\n\n\n\n<li>management documentation failures;<\/li>\n\n\n\n<li>alleged inappropriate interactions with regulated entities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The files do <strong>not<\/strong> establish that the NRC as an institution is corrupt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They establish something more useful for an OSINT investigation:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The regulator itself has a substantial internal oversight system dealing with allegations of misconduct, ethics violations, management failures and security concerns.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">I. THE $26,174.86 TRAVEL-CARD CASE<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">One of the clearest documented cases concerns an NRC employee&#8217;s government travel charge card.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the OIG material, investigators reviewed official travel authorizations and U.S. Bank travel-card records covering April 10, 2019 through December 31, 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigation identified <strong>504 unauthorized transactions totaling $26,174.86<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The records were divided into two periods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From April 2019 through January 22, 2024, investigators identified <strong>309 transactions totaling $18,188.44<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A subsequent review covering January 22 through December 31, 2024 identified another <strong>195 transactions totaling $7,986.42<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG found no evidence that the government suffered a pecuniary loss from the unauthorized transactions in the particular case described in the document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the conduct raises a fundamental control question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How did hundreds of unauthorized transactions pass through a federal government travel-card system before the matter was resolved?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">II. THE CASINO CASH-ADVANCE TRAIL<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The case becomes more unusual when the investigators examined the underlying bank records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During an interview, the employee acknowledged using the NRC travel card for personal expenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG reviewed U.S. Bank records and found multiple cash advances at casinos. The employee acknowledged making the transactions and indicated that some may have occurred during personal travel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is important because federal travel cards are not ordinary personal credit cards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG documentation cites federal ethics requirements stating that government property must be protected and conserved and may not be used for unauthorized purposes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The case therefore illustrates the importance of something much broader than the dollar value involved:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Internal controls are only as strong as the mechanisms that detect violations.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">III. THE PROHIBITED-SECURITY INVESTIGATION<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Another case examined a potential conflict involving ownership of a prohibited security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG investigated whether an NRC employee had owned a prohibited security and whether the employee&#8217;s official work created a conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators examined:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>time-and-attendance records;<\/li>\n\n\n\n<li>NRC document systems;<\/li>\n\n\n\n<li>project milestones;<\/li>\n\n\n\n<li>PowerBI dashboards;<\/li>\n\n\n\n<li>MapAnalytics;<\/li>\n\n\n\n<li>public meeting schedules;<\/li>\n\n\n\n<li>information supplied to NRC officials;<\/li>\n\n\n\n<li>open-source information concerning the company involved.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG found no indication that the employee had worked on projects related to the company whose security was owned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The security itself reportedly generated only approximately <strong>$45 in net gains<\/strong> while it was held.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Office of General Counsel subsequently directed divestment and confirmed compliance with the prohibited-securities rules. The investigation was then closed without further OIG action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an important distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An investigation is not automatically evidence of wrongdoing.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this case, the investigation ultimately produced a compliance action rather than a finding of a substantive conflict.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">IV. THE PRIVATE REAL-ESTATE BUSINESS CASE<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Another investigation demonstrates how digital records can become an evidentiary trail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG received an anonymous complaint alleging that an NRC employee was conducting a private real-estate business during government duty hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The complaint was particularly significant because the OIG had previously investigated similar allegations involving the same employee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The earlier investigation had substantiated allegations that the employee conducted real-estate business during work hours and used government equipment for personal business. The agency had previously imposed a four-day suspension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The later investigation examined whether the conduct continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the document, investigators identified <strong>31 instances of website activity across six websites<\/strong> that appeared to indicate use of U.S. government equipment and government time for private real-estate activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a particularly revealing OSINT lesson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigators did not necessarily need a witness to document every event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Digital activity itself became evidence.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">V. CYBER FORENSICS INSIDE THE NUCLEAR REGULATOR<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The NRC OIG also maintains a Cyber Crimes Unit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reviewed material states that between May 2023 and September 2024, the unit completed <strong>two forensic reviews<\/strong>, performed <strong>two network-log reviews<\/strong>, and assisted with an intrusion event.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The documented casework included investigations involving:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>alleged personnel-security issues;<\/li>\n\n\n\n<li>alleged security violations;<\/li>\n\n\n\n<li>management failures in documenting interactions with licensees;<\/li>\n\n\n\n<li>an NRC manager operating a personal business during work hours;<\/li>\n\n\n\n<li>alleged falsified time reporting;<\/li>\n\n\n\n<li>alleged conflicts of interest;<\/li>\n\n\n\n<li>and other personnel-related allegations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The cyber component matters because the modern federal workplace leaves an enormous digital footprint.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Email systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Network logs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Web activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Document metadata.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Time-and-attendance systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Access records.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These can collectively reconstruct behavior that traditional interviews may never reveal.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">VI. THE REGULATORY OVERSIGHT QUESTION<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The most significant issue is not any individual employee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is the <strong>control architecture<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NRC regulates organizations operating in one of the most safety-sensitive sectors in the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That creates a fundamental institutional requirement:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The regulator must itself maintain credible integrity controls.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An agency overseeing nuclear licensees cannot afford weak internal controls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG cases therefore deserve attention not because they prove systemic misconduct, but because they show how many different categories of institutional risk must be monitored simultaneously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Financial controls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ethics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conflicts of interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cybersecurity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Personnel security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Time reporting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Management documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interactions with regulated entities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each represents a potential vulnerability.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">VII. NOT EVERY INVESTIGATION ENDS IN WRONGDOING<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">This is where sensational reporting can become misleading.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The files contain numerous investigations where allegations were not substantiated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One example concerns an employee&#8217;s outside employment and telework arrangements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The OIG found <strong>no evidence of wrongdoing or violations<\/strong> related to the outside employment or use of telework and issued a clearance letter, closing the investigation without further OIG action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction is essential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An allegation is not a finding.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An investigation is not a conviction.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A referral is not proof of misconduct.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For an OSINT publication, preserving those distinctions is more important than producing the most dramatic headline.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">VIII. THE $350,000 SETTLEMENT<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The files also contain a settlement involving <strong>PharmaLogic Holdings Corporation<\/strong>, a Florida-headquartered company involved in compounding and manufacturing radiopharmaceuticals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United States alleged that nine entities acquired by the company improperly certified themselves as small entities in order to obtain reduced NRC annual fees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the settlement document, the conduct covered a period from approximately March 31, 2015 through December 31, 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agreement required PharmaLogic Holdings Corporation to pay <strong>$350,000<\/strong>, including <strong>$195,600 in restitution<\/strong>. The settlement explicitly states that it was not an admission of liability by the company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Again, precision matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The document records <strong>government allegations and a settlement<\/strong>, not a judicial finding that every allegation was proven.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">IX. WHAT THE FILES ACTUALLY SHOW<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">After examining the cases, several patterns emerge.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">1. INTERNAL OVERSIGHT IS MULTI-LAYERED<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The NRC OIG does not investigate only financial misconduct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its work spans ethics, cybersecurity, personnel, management, regulated entities and government resources.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">2. DIGITAL FORENSICS HAVE BECOME CENTRAL<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Website activity, network logs, document systems and electronic records can become critical evidence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">3. GOVERNMENT RESOURCES REQUIRE CONSTANT MONITORING<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Travel cards, computers, networks and working time can all become areas of abuse.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. INVESTIGATIONS CAN END WITHOUT A FINDING OF WRONGDOING<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This is essential when interpreting government investigative files.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">5. REGULATORY INTEGRITY IS ITSELF A SECURITY ISSUE<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A nuclear regulator depends upon public confidence in its independence, competence and internal controls.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">X. THE OSINT ANGLE<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The most interesting lesson from these files may be methodological.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modern investigations increasingly combine traditional investigative techniques with <strong>digital evidence<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider the real-estate investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An allegation became testable because investigators could examine website activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider the prohibited-security investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators combined official agency records with open-source information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider cybersecurity investigations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Network logs and forensic examinations created additional evidentiary trails.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is precisely where OSINT becomes powerful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A single data point may mean little.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But when multiple independent records converge, they can establish a much stronger chronology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Website activity + timestamps + government equipment + travel records + financial records + official documents<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">can produce an investigative picture far more detailed than any individual source.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">XI. THE BIGGER QUESTION: WHO WATCHES THE WATCHERS?<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The NRC&#8217;s mission makes this question unusually important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency regulates nuclear activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its inspectors interact with licensees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its officials make decisions affecting companies and facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its employees have access to sensitive government systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its investigators therefore have to monitor not only external compliance but also <strong>internal institutional integrity<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why the Inspector General function matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An independent investigative mechanism provides a second layer of accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the existence of investigations should not automatically be interpreted as institutional failure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In some cases, it demonstrates the opposite:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A functioning oversight system detected a potential problem, investigated it, documented the evidence and took corrective action.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">XII. BERNDPULCH OSINT ASSESSMENT<\/h1>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>INSTITUTIONAL RISK: MEDIUM\u2013HIGH<\/strong><\/h3>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>EVIDENCE QUALITY: HIGH<\/strong><\/h3>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>SYSTEMIC CORRUPTION ESTABLISHED: NO<\/strong><\/h3>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>OVERSIGHT ACTIVITY: SUBSTANTIAL<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The reviewed NRC OIG material does <strong>not<\/strong> establish a generalized corruption problem inside the Nuclear Regulatory Commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It does establish that the agency&#8217;s Inspector General investigated a broad spectrum of allegations and control failures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some investigations produced substantiated findings or corrective actions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others were closed without evidence of wrongdoing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strongest conclusion supported by the documents is therefore more nuanced:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>The NRC operates under significant internal-integrity and oversight pressures, but the existence of multiple investigations should not itself be treated as evidence of systemic corruption.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The more important OSINT question is whether individual cases represent isolated failures or reveal recurring weaknesses in:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>financial controls,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>personnel oversight,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>cybersecurity,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>conflict-of-interest management,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>management documentation,<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>and supervision of government resources.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That question requires cross-referencing the individual cases with historical OIG reports, disciplinary records, agency policies and subsequent corrective actions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h1 class=\"wp-block-heading\">XIII. THE PAPER TRAIL IS THE STORY<\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">The most revealing aspect of the NRC files may ultimately be the paper trail itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government misconduct rarely leaves only one piece of evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can leave:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a bank transaction.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a website visit.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a network log.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>an email.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a time sheet.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a meeting record.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a securities transaction.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a procurement document.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>an OIG interview.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Separately, each may appear insignificant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Together, they can reconstruct an institutional timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the essence of modern investigative OSINT.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the NRC files demonstrate why the principle remains powerful:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Follow the records. Follow the timestamps. Follow the money. Then verify.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<h2 class=\"wp-block-heading\">SOURCE &amp; METHODOLOGY NOTE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This investigation is based primarily on the <strong>Nuclear Regulatory Commission Office of Inspector General document \u201cInvestigations Closed during CY2025,\u201d released in connection with a Freedom of Information Act request dated April 21, 2026<\/strong>.
